' -� �b �1 _ �:; ; < �. ,� J December 27, 197] City Council City Hall St. Paul , Minnesota 55101 Honorable Members of the Council : As a member of the Minnesota Pollution Control Agency, I commend and applaud the action taken by the Council ]ast week for reaffirming a stand of 6 to 1 vote in opposing the dumping of any radioactive wastes into the Mississippi River by the Northern States Power Atomic Plant in Monticello. Since the River is the source of St. Paul , Minneapolis and downriver com- munities water supplies, your action demonstrates your concern. I have constant]y opposed and continue to oppose and am concerned about the dumping of any radioactivity into our air and water environment. I, therefore, pray the City Council to continue into the future their concern as it has in the past, on matters affecting the public health and safety. Please let me emphasize your concern. . .the concern of al] the people. . .the con- cern of the little people who cannot afford to buy bottled spring water. . . the concern of people who have written in opposition to the rape of the River. . . the concern of the University of Minnesota, Ham7ine, Macalester, and St. Thomas College scientists who are opposed to radiating the River. . .the concern of sportsmen's groups. . .the concern of farmers who utilize the River for irri- gation water. . .the concern of industries and the concern of downriver com- munities in sister states. But the concern is probably best expressed by the eminent]y re#�nowned Professor C. H. Waddington of England who said when speaking on radioactive pol7ution in the environment, "Even if we can discover a cure for the il]s that we may be inf]icting on future generations, we ought to at ]east take the trouble to find out so that we can decide how far we shall go running up biologica] debts which our descendants will have to pay". Always there has been hope that the Minnesota environment would be spared the contaminating insults from the dumping of radioactive wastes by the Northern States Power Monticello Atomic Plant. Always there is hope which springs up from Council efforts that the Mississippi River, the source of the metropolitan water supply may be spared from becoming filled with radioactive garbage. , , � .
