THE COUNCIL OF THE CITY OF SAINT PAUL DOE5 ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining to
Use Districts, Height Districts and Rezoning of certain prop-
erties in the City of Saint Paul, as amended, be and the same
is hereby further amended so as to rezone the following des-
c=ibed property from Commercial and "B" Residence District to
Light Industrial, to-wit:
E. 100 ft. of Lots 1 thru 8; W. 20 ft.
of Lots 1 thru 8; Lots 9 thru 12 and the
vacated alley in C. Weide's Subdivision
of the East Half of Block 31, Arlington
- Hills Addition=
situate on property located on the west sid� of Arcade Street
between York and Wells Avenues in the City of Saint Paul.
Section 2. This ordinance shall tal�e effect and be in
force thirty (30) days from and after its passage, approval
and publication.

A. SUFFICIENCY: In a letter dated 10-19-71, the Commiasioner of Finance declared the
petition sufficient with the ownera of 15 of 22 eligible (68�) having signed the
� petition.
B. HISTORY: Permita have been granted for usea on Lot 4 :of this site. They were a
parking lot in 1953 and a uaed car lot in 1963.
C. PROPOSED USE: The petition etata• the p.ropoeed uee to be a parking lot.
D. FRONTAGE AND AREA: The property hae a frontage of 270 ft. elong Arcade Street and
181 ft. along York Ave. and Welle Ave. for en area of 93,870 sq. ft.
E. AREA ZONING: The aree west of this site ie zoned "B" Residential. Arcade Street
frontage is also zoned "B" Reaidential except that the north frontage of Wells Ave.
east of Arcade is zoned Light Induetry. The area south of Wells Ave. is Heavy
Industrial.
F. CdMPREHENSIVL� P1.At1: The Comprehensive Plan reconaaends that a collector street cut
, across the southern-moat portion of thia aite with limited industry south of it and
medium density residential use north of it on both eides of Arcade Street, including
Arcade Street frontage. Arcade Street itaelf is reco�nended to be an arterial etreet.
G. SITE CONDITIONS: The aite ie developed with e paved parking lot which alopea down
toward Wells Avenue. A eodded b�nk slopea abruptly upward away from the lot elong
its western side.
H. AREA CONDITIONS: Industrial bnildinga and railroad tracks exist south of Wells Avenue..
One and two family homes exiat w�st of the site. Low density residential exists in
the general area north of the ait• e�tcept for coa�►ercial uses fronting on Arcade St.

Dear Sir:
This is written in response to a petition by Whirlpool Corporation to
rezone from Commercial and "B" Residence to Light Industrial property
located on the west side of Arcade Street between York and Wells Avenue
in order to install a parking lot. This property is further described
as follows:
E. 100 ft. of Lots 1 thru 8; W. 20 ft. of Lots 1 thru 8;
Lots 9 thru 12 and the vacated alley in C. Weide's Sub-
division of the East Half of Block 31, Arlington Hills Addition.
This matter was heard at the November 4, 1971, Board of Zoning public
hearing at which time the staff report on file was read. The staff
noted that the requested zoning may not constitute spot zoning since
an Industrial district exists across Wells Avenue; but that from a
planning standpoint, a Co�anercial district would be more in keeping
with the area.
Mr. Jack Hoeschler, attorney for Whirlpool, said the requested zoning
conformed to that around it and noted that a steep slope between this
property and residential property would provide a natural land use bound-
ary. He stated the proposed use to be that of a parking lot which area
residents would welcome to keep cars off the street.
In discussing this matter, the Board expressed concern over the possibility
of erosion of the slope. They further discussed whether a Light Industrial
district was necessary for the parking lot. It was moved to recommend that
the property be zoned Commercial unless it is subsequently determined that
a Light Industrial district is necessary for this use; in which case, the
Board recommends a Light Industrial district for parking only.
