The minutes of the October 27, 1971 meeting were approved as
mailed.
84-71-H 116 Blair Ave. Arthur E. Wilson
SUBJECT : Letter dated August 31, 1971 from the Bureau of Health
to Arthur E. Wilson indicating items not in compliance with the
St. Paul Housing Code.
APPEARANCES: Mr. and Mrs. Arthur E. Wilson.
PROCEEDINGS : Mr. Wilson has ob tained a building permit to correct
the violations at the homes at 116 and 118 Blair together. 116
Blair is presently connected to city water. He does not intend
to occupy the home at 116 Blair until it is in compliance. Mr.
Staffenson suggested that if the building were placarded Mr. Wilson
could work at his own pace to comply with code and that when he
had done so, the placards would be removed.
ACTION: Motion by Grove to deny the appeal. Further moved to
refund the filing fee.

The letter of October 26 , 1971 from Kelly/Marshall Incorporated
was read. The letter indicated that a method of praviding fire
fighters access to the garage floors of the Am�rican Plational
Bank Building had been worked out with the St. Pau1 Fire Depart-
ment.

SUBJECT : Requirement of Section 4.04. 10 of the St. Paul Legis-
Iative Code that partitions separating apartments or apartments
from hallways or apartments from other occupancies and partitions
separating stores from hallways or other occupancies shall have
a fire resistance rating of not less than one (1) hour. Request
is to use 14" wire glass .
APPEARANCES: None.
P ROCEEDINGS : The appeal reads as follows :
°We are seeking a relaxation of the one (1) hour fire
rating for glass areas around the indoor swimming pool
which is less than 5000 sq. ft. , enclosed by 12" con-
crete block from floor to 18" above the roof.
We believe the fourteen (14) wire glass areas of not
greater than 1296 square inches each is necessary for
visual access to the pool for safety to observe swimmers ,
for management to control problems and visual delight
and sales appeal. "
The board studied a drawing of the area they propose to enclose
with wired glass .

ACTION: Motion by Voigt to waive the requirement of Section 4.4�.10
� of the St. Paul Legislative Code that partitions separating apart�
ments or apartments from hallways or apartments from other occu-
pancies and partitions separating stores from hallways or other
occupancies shall have a fire resistance rating of not less than
one (1) hour. Such waiver is granted to permit enclosure of the
swimming pool as outlined by the drawing with wired glass and on
condition that the wired glass be 1/4" in thickness and have metal
frames.
Seconded by Sommerdorf.
THE VOTE: Ayes : Voigt, Grove, Peake, Sommerdorf. Nayes ; none.
Abstentions : none. Motion carried four (4) to zero (0) .
