WHERE , the Cou.ncil, through it��`s Personnel Committee, has
agreed to provide fair and adequate compensation for employees of the
City of Saint Paul, and
WHEREAS, the Council has agreed to follow the terms of Phase II
of the National Wage and Price Freeze, and
WHEREAS, guidelines and i.nterpretations of these guidelines
were not received in time to establish salaries meeting the terms of
Phase II in the proper ordinance form to be effective on January 8, 1972;
now, therefore, be it
RESOLVED, that this Council does hereby express it'!s i.n.tent to
make said pay raises effective on and after Ja.n.uary 8, 1972, and that
said ordinance subsequently passed by the Council shall reflect this
i.ntent and purpo se.
