WHEREAS, In or er t al gn precinct boundaries with the 1972
Legislative District boundaries, and to provide for populatior�
cha.nges within precincts, it is necessary to re-district certain
voting precincts of the City, pursuant to the laws of the State of
Mixmesota provided therefor, and the Election Committee of the City
� Council having made its recommendation to the City Council and in
its report having divided, consolidated and rearranged certain
voting precincts of the City; now, therefore9 be it
RESOLVED� Tha.t pursua.nt to and in accordance with Minnesota
Statutes 1971, Section 203.06, the Council of the City of Saint Paul
does hereby prescribe and rearrange the voting precincts and
boundaries thereof for the City of Saint Paul to be effective from
and after the passage, approval and publication of this resolution.
The precinct boundaries are established and described in th.e attached
Exhibit �, which Exhibit A is on file in the Office of the City
Clerk and incorporated herein by reference; and be it
FURTHER RESOLVED� Tha.t the City Clerk is directed to place in
effect the new boundaries and shall post a copy of the description
of the precinct boundaries in his office for a period of at least
sixty (60) days following the adoption of this resolution. '

To the Honorable City Council;
The City Charter, which became effective June 6, 1972, in
Chapter 1, Sec. 1.02. entitled "Wards" provides that the City
Council may, by •ordinance, establish wards, define or change
their boundaries, and increase or eliminate the numberwof wards
in the city.
It was requested by this bureau that when legislative re-
districting takes place that insofar as possible the legislative
district lines coincide with present ward lines in the city.
This has never been done and over the years has resulted in
a mishmash of election precincts that in many instances are a
block wide and many blocks long. (An election precinct cannot cross
a legislative district line or a ward line.) There are many
problems that are encountered by this bureau in determining pre-
cinct lines such as the availability of polling places, the
number of voters in a precinct, accessability of the polling
places to the voter and the natural barriers such as rivers, ^ `
freeways, railroad tracks, and bluffs that in many instances re-
quire that tne voter travel many blocks to get to the polling
place when he, in essence, may be only �ards away but separat�d
by one of these barriers. There are many instances where a
voter lives across the street from a polling place but has to
go nearly a mile to vote.
Some years ago the ward designation was used as a basis for
public works maintenance districts, but today the only argument
in favor of wards is because of the fact that we still elect a
justice of the peace and a constable in the 6th Ward and a justice
of the pe,�e in the lOth and llth Wards combi.ned.
�'he 12 wards in St. Paul range in size from 79 registered
vote�s in the 3rd Ward to 36,231 registered voters in the llth
Ward. When these ward lines were laid out in 1914 or before, there
was justification because of the form of government and public
works districts. Today many ward boundaries are only imaginary
lines where streets (since vacated by land clearance, freeways,
and renewal areas) used to run.

' It is the strong recommendation of the Election Bureau that
the Council Legislative Committee seriously consider recommending
that the Council abolish the ward designations. It is understood
that the legislature would have to rule on the matter of abolishing
the aforementioned offices of justice of the peace and constable
in Wards 6, 10, and 11 or perhaps require these officers to
run at large for the whole city. If this can be accomplished,
the election precincts could be laid out and numbered by legisla-
tive district to allow the precincts to be somewhat more uni-
form in size and more useful for the purposes of analysis and
record keeping.

The President and Members
of the City Council:
The Bureau of Election� of the City Clerk' s Office request� that
herewith additional budget funds of $6,700.00 be assigned to that
bureau for 1972 operations.
The necessity for such funds arises because of the f'ollowing
circumstances : The 1971 budget for Elections included $8,792.00
f or redistrictin� costs f ollowing the expected legislative
reapportionment. The le�islature failed to take action on
reapportionment in 1971• At the end of the calendar year t he
sum of $6,708.00 was returned to the general fund from the .
election account. In June, 1972, a federal court reapportioned
the state effective for the Sept. and Piov. 1972 elections. This
necessitated redistrictin� involving some 60 precincts of the
city. Expenses wi !_1 include postage for an estimated 30,000
postal notices, printing of notices, and clerical help to effect
the changes. This work is already under way, and the Election
Bureau belie ves that it can be accomplished with the $6,700.00
which was returned to the general fund at the end of 1971•
