C NCI ESO U�ION—GENERAL FORM PR�EfITED BY ~ ` � I COMMISSIONE ATF WHEREAS, alcoholism and drug dependencies are recognized as the third ranking health problem i;n the United States; and WHEREAS, it is estimate� that these chemicals affect approxi.mately ten per cent of the work force, resulting in loss of wages, unsafe work practices and other job-related difficulties; and WHEREAS, current approaches to alcoholism and drug dependencies define these behaviors as illnesses which may be successfully treated by community rehabilitation resour�es; and WHEREAS, in addition to' being recognized as illnesses, alcoholism and drug dependency are defi.ned when an employee=s consumption of an alcoholic beverage or other dru affects that employeeis job performance, decisions, and/or health; now, t erefore, be it RESOLV�D, that the St. Paul City Council i.n conjunction with the Ramsey County Board of Comm'ssioners and the School Board of School District #625 approves the follo i.ng statement of policy: The St. Paul City Counc 1, the Ramsey Coun ty Board of Com- missioners, and the School Board of SchooS District #625 recognize , � alcoholism and drug depen�ency as treatab�l.e illnesses requiring re- habilitation in order to ena le employees a;�ffected by these problems to return to their positions�as reliable productive persons capable of �, providing quality services.; It is essential!that any employee affected '� with these illnesses will r ceive the same careful consideration and ;� offer of assistance that is resently extended to an employee with any � � other illness. Job securit or promotional opportunities shall not be � � jeopardized by an employe =s request for diagnosis and treatment. It � o is expected that through th s policy employees who suspect that they � o may have an alcohol/drug roblem, even in their early stages of devel- `t � opment, will be encourag d to seek aid and, when indicated, follow � s through with prescribed tx�eatment.
