This is written in response to the application o Virgil Doerfler for
a permit to install a 77-car parking lot for an a artment building
on property located on the north side of East Sev nth Street between
Birmingham and Hazelwood Streets. This property �s further desc�?ibed
as the south half of Lots 16 and 17, Block 2, Cru�ckshank's Garden
Lots. I
This matter was heard at the May 4, 1972, Board o Zoning public hearing,
at which time the staff reported that the applica t has submitted revised
plans that meet design standards. I
The Board heard a motion to recommend approval. he motion was seconded
and carried by a vote of 4 to 0.

A. 1�ISTORY: I:xcept the south 100 feet fronting on Ea t Seventh Street, the pro-
perty was rezoned frnm "A" Residenct to "C" Reaide ce on December 18, 1971.
B. AREA ZONING: The frontage along East Seventh Street is zoned Commercial. The
property adjoining to the west was rezoned to "C" R sidence on May 29, 1971.
Along the north side of Stillwater Avenue between B'rmingham Avenue to the
vicinity of Barclay Street, the land is zoned "C" R sidence,
C. DESIGN STANDARD: The parking lot meets the design �tandards for this type
facility, The plan indicates a 1.5 So 1 ratio as r�quired.
D, FRONTAGE AND ARFA: The property has a frontage of 2�00 feet along East Seventh �
Street and Stillwater Avenue, with a depth of 313 fe',et resulting in an area of
ti2,600 square feet, The required setback from Still�aater Avenue is 31 feet.
The building has an area of 15, 123.8 square feet wi�th a coverage of 24.16 per
cent,
E. TRAFFIC ENGINEER: The Traffic En in
g eer has reviewedlthe plan and recommends
approval.
F, SITE CONDITIONS: The site is vac8nt with marked diff�erences in elevation. The
terrain is high adjacent to Stillweter Avenue and low� along East Seventh Street.
Grading has started at the southwest corner of the si�e to fill a deep depression
in the center of the property,
G, AREA CONDITIONS: The area
along undeveloped Stillwat �r Avenue in this vicinit
is vacant. The north side of East Seventh Street to �he west ia developed with
apartments and single-family reaidences. Adjacent to ',the east is single-family
residences, The south side of East Seventh Street is �ideveloped with aingle-
family residences and there are large areas of vacant land.
