Anthony Avenue in the City of Saint
Paul and situated upon those premises
legally described as Lot 29 , Block 11,
Butterfield Syndicate Addition No. 1
according to the plat on file and of
record in the office of the Register of
' Deeds in and for the County of Ramsey
and State of Minnesota.
WHEREAS, pursuant to resolution„ C. F. No. 258139, approved
April 17, 1972, a public hearing was scheduled for 10:00 a.m. on
May 4, 1972, before the Council of the City of Saint Paul, said
hearing pertaining to the condition of the structure located at
627 St. Anthony Avenue, Saint Paul, Minnesota; and
WHEREAS, upon facts presented at said hearing consisting of
photographs, inspection reports and the recommendations of the City
Architect, it is found and determined by the City Council that
according to the records and files in the office of the Ramsey
County Abstract Clerk, the last record owner and other parties of
interest in the above described property are Jerome A. Kelley,
Minneapolis Federal Savings and Loan and Jack R. and Nuceal
Rosenbloom, and that there are no other lien holders of record;
and that it is further determined that the above described buildings
constitute hazardous buildings within the definition of Minnesota
Statutes Section 463. 15 for the following reasons: ��

and is subject to being entered by unauthorized persons;

b. The exterior condition of the building is as
follows : The porches and stairways are rotted, parts
of the roll roofing are missing and the asbestos siding
is cracked and pieces are missing. The gutters and
downspouts are rusted through and missing. Doors, win-
dows and their frames are rotted and broken. The rubble
stone foundation is in need of pointing;
c. Although the building inspector has asked the
owner' s permission, he has been unable to gain access
to the interior. There is evidence that there has
been a fire since the house has been vacant;
d. The building in the abave condition is beyond
reasonable repair;
e. The building is unfit for human habitation in its
present condition and the above corrections must be ma.de
in compliance with the Building Code and the Housing Code
of the City of Saint Paul in order to make the same
habitable;
f. The building constitutes a nuisance and a ha.zazd
to the public health, safety and welfare because of its
physical damage, dilapidation and inadequate ma.intenance;
now, therefore, be it
RESOLVED, That in accordance with Minnesota Statutes Sections
463. 15 through 463. 26, and based izpon th e foregoing findings of �he
City Council, the Council of the City of Saint Paul does hereby make
the following Order:
ORDER- :~
l. The owner of the above described building shall make the
same safe and not detrimental to the public peace, health, safety
and welfare by havixxg the said building razed and the materials
therefrom removed from the premises within thirty (30) days from
the date of the service of this Order ;
2. Unless such corrective action is taken to comply with this
Order or an answer served upon the City of Saint Paul and filed in
th.e Of f ice of the Clerk of the District Court of Rat�►.sey County,

Minnesota within twenty (20) days from the date of the service of
this Order, a Motion for Summary Enforcement of this Order to raze
and remove the said building will be ma.de to the Ramsey County
District Court;
3. In the event that the building is to be razed by the City
of Saint Paul pursuant to judgment of the District Court, all
personal property or fixtures which may unreasonably interfere with
the razing and removal of this building shall be removed within ten
(10) days from the entry of judgment; and if not so removed, the
City of Saint Paul shall remove and dispose of such personal property
and fixtures as provided by law;
4. If the Gity of Saint Paul is compelled to take any corrective
action herein, all necessary costs expended by the City will be
assessed against the above described real estate and collected as� `
other taxes; and be it
FURTHER RESOLVED, that a certified copy of this resolution and
incorporated Order herein be served upon the last record owners of
the above described property in the manner provided by law.

Gentlemen:
The Bureau of Public Buildings is hereby submitting its report on the
condition of the structure at the above location.
The owner of record is Jerome A. Kelley and the legal description of the
property is Lot 29, Block 11. Butterfield Syndicate Addition Number 1.
This is a 2 story frame duplex 24 ' x 50 ' x 22 ' built in 1899 .
The porches and stairways are rotted. Parts of the roll roofing are
missing. Asbestos siding is cracked and pieces are missing. The
gutters and downspouts are rusted through and missing. Doors , windows
and their frames are rotted and broken. The rubble stone foundation
is in need of pointing.
Although we asked the owner' s permission, our inspector has not been
able to gain access to the interior. There is evidence that there
has been a fire since the house has been vacant.
The Housing and Redevelopment authority is not interested in this
property.
The subject property has been boarded up by the city since June 17 , 1971.
Inasmuch as the conditions outlined above constitute a public hazard and
the continued vacant and boarded up condition adds to the blighting
influence on the neighborhood and the owner has made no attempt to satis-
factorily repair the damage despite our warnings , it is the recommendation
of this bureau that this matter be referred to the City Attorney ' s office
for razing and removal through District Court pr cee ings .
