1 WHEREAS, the City of Saint Paul neighborhoods aze in the direct flight line of the Mivueapolis/St. Paul
2 International Airport and Holman Field, the major corporate reliever for the Minneapolis/St. Paul
3 International Airport congestion; and
4 WHEREAS, the City of Saint Paul neighborhoods are subject to significant noise from both airports; and
5 WHEREAS, although progress has been made to reduce noise with quieter aircraft and sound abatement,
6 both airports will have increased traffic in the future; and
7 WHEREAS, the Metropolitan Airports Commission recently rejected a proposal to have a permanent Saint
8 Paul seat on its Noise Oversight Committee; and
9 WfIEEREAS, the City of Saint Paul City Council established a Saint Paul Airport Relations Council to advise
10 the Mayor and the City Council on airport related issues by City Council resolution; and
11 WHEREAS, the City of Saint Paul is a city of the first class in Minnesota, the second largest city in
12 Minnesota and its neighborhoods aze in close proximity to both airports; now therefore be it
13 RESOLVED, that the City of Saint Paul City Council requests that the Metropolitan Airports Commission
14 reconsider its recent decision not to seat the City of Saint Paul; and be it further
15 RESOLVED, that City Council Reseazch prepare a letter to the MAC and the Governor related to
16 reconsideration by August 29, 2002 for Council signature; and be it finally
17 RESOLVED, that the Saint Paul City Council requests that the Mayor implement and appoint members to
18 the Saint Paul Aixport Relations Council, established by council resolution #00-916 on December 20, 2000
19 by January, 2003.

3 WHEREAS, theIvTinneapolis Saint Paui Intemational Airport and the Saint Paul Downtown /Holman Field Airport
4 are necessary components in the mix of transportation and economic activity for the City of Saint Paul; and
WHEREAS, the operation of these airports involve negative impacts in the form of noise pollution, traffic
congestion, property depreciation etc; and
7 WHEREAS, several neighborhoods within Saint Paul abut these airports and are therefore subjected to the brunt of
8 these negative impacts; and
9 WHEREAS,thecurrentDowntownAirportAdvisoryCouncilwasformedbytheMetropolitanAirportsCommission
10 (MAC) to address airport issues emerging from the Saint Paul Downtown / Holman Field Airport; and
i l WHEREAS, this advisory council has no mandate to address issues emerging from the Minneapolis Saint Paul
12 International Airport the expansion of which is negatively affecting severa] neighborhoods in Saint Paui; and
13 WHEREAS, there e�cists a need to have a Saint Paul Airport Relations Council to listen to the concerns of the
14 citizens of SainY Pau1 and to advise the Mayor and the City Council on issues pertaining to both The Minneapolis
15 Saint Paul International Airport and the Saint Paut Downiown / Holman Field Airport that may have an impact on
16 the City; now therefore be it

RESOLVED, that the City of Saint Paul create the Saint Paul Airport Relations Council with its members appointed
by the Mayor and approved by the City Council. This appointed body of citizens, business people, government
official and airport industry specialists will incorporate input from citizens, neighborhood organizations and
businesses, presern findings, and make recommendations to the Mayor and the City Council to deternune the best
course of action the City should take in order to have its concerns addressed by airport officials, the state legislature
or other govemmenrat aad non-governmental bodies prior to the development and implementation ofairport policies
that affect the City of Saint Paul. Special attention shall be paid to, but not limited to issues dealing with:
• flight patterns responsible for airport noise / airport safety / pollution;
• runway expansion;
• noise abatement programs;
• land use / rentai car lots.
29 Be it further
30 RESOLVED, that the Saint Paul AirpoR Relations Council be comprised of twenty-three members. Appointments
31 shall be for three, two and one years or until their successors aze appointed. Members shall be selected as follows:

32 1 representative from the business community;
1 1 representative from the airport industry;
2 1 representative from the Metropolitan Airports Commission;
3 8 representatives from District Councils 3, 4, 8, 13, 14, 15, 16,
4 district;

5 4 at-large representatives from the City of Saint Paul;
6 3 representatives from the H'ighland ! Macalester Groveland areas; and
7 3 representative from the Dayton's Bluff area;
8 2 representatives from the environmental advocacy community.
9 The Commission shall be staffed by an employee chosen by the Administration. Meetings shall be held on the third
10 Monday of each month, unless otherwise determined by the Commission. All meetings shall be open to the public
11 and at least every other meeting shall be during evening hours. The Commission shall be established for a term of
12 three years, before the end of which time the Council will consider an eartension of its term.
