handicapped. stall at each of sixteen banks of public toilet stalls, said,
change having been requested. by the Civic Center Authority, and agreement
mad.e with the contractor, and a memorand.um of said. agr.eement having
been filed with the Comptroller and countersigned by him. Charge to
