WHEREAS, the Council of the City of Saint Paul finds that the aforementioned residential
area does not have sufficient off-street parking to safely accommodate the residential parking
needs of residents and the parking needs of non-residents. The Council further finds the frequent
parking of vehicles in this residential area by these non-residential �ses has created residential
problems of a safety, environmental and aesthetic nature. '�%�F��
RESOLVED, that in order to enhance the quality of life in residential areas by reducing
noise, traffic hazards and litter; to reduce air pollution and other environmental factors, and to
preserve the safety of children and other pedestrians; to preserve the character of this district as a
residential district and to protect the residents of these areas from�reasonable burdens in gaining
access to their residences; �
17 NOW, THEREFORE, BE IT RESOLVED, that the following parking regulations shall be
18 revised in the residential area near the intersection of Dale St. and Lafond Ave:

Revise "No Parking Except by Permit 8AM-8PM Every Day, Except by Permit, Area 11" to "No
Parking Except by Permit, Area 11" on the following streets:
North side of Lafond Avenue from St. Albans St. to 120 feet west of Dale Street
South side of Lafond Avenue from St. Albans St. to 180 feet west of Dale Street
1 WHEREAS, the residents who reside in the Dale Street and Lafond Avenue Permit Parking
2 Area 11 have submitted a petition to revise residential permit parking in accordance with Chapter
3 168 of the Saint Paul Legislative Code; and

25 BE IT FINALLY RESOLVED, that these parking regulations will be in effect and be enforced
26 thirty (30) days after City Council approval.

Residents on Lafond find that visitors to Hmong Funeral Home do not move their cars at night because
funerals last four days. Consequently, residents succeeded in re-petitioning for the highest level of permit
parking (No Parking Except by Permit). Residents should find freedom to come and go at night once this
takes effect.
ADVANTAGESIFAPPROVED:
Residents will have 24 hour permit parking regulation rather than 12 hour (SAM-8PM). Parking problems
should be significantly reduced.

DISADVAMAGES IF APPROVED:
Visitors to Funeral Home will park elsewhere, probably in front of other homes.
