McCarty, Mayor, and Members of the City Council City of St. Paul Gentlemen and Madam: At the hearing on May 24, 1972 for the ratification of assessment for the construction of a sanitary sewer in Prosperity Avenue from 295' south of Ames Ave. to Ames Ave. , a Mrs. Barstad of g61 Prosperity Ave. appeared and stated that water stands in puddles in front of her property. The resolution ratifying the assessment was laid over one week to provide time for the Dept. of Public Works to investigate this matter and report to the council . Prosperity Avenue was graded and oiled from Ames to approximately 300' south in 194$, by City Forces Contract No. (48-G-491) . No curbing or storm sewer was constructed in conjunction with this grading project. In 1970 the sanitary sewer, the costs of which are now under consideration for ratification of assessment, was constructed. The normal drainage on this portion of Prosperity Avenue is from Ames Avenue southerly toward the railroad tracks. The project was originally graded so that the storm drainage would flow to the railroad right-df-way and then along the railroad property. Prosperity Avenue in front of 961 is extremely flat and through the period of years the street developed depressions along the gravel gutters that hold water. When the sewer was constructed a catch basin casting was installed on the manhole to alleviate part of this problem. It must be realized though that the sewer was constructed as a sanitary sewer and the only reason for the admission of drainage water at this point is that there is not a storm sewer available to serve this property and the sewer outlets into a combined sewer. The condition of water collecting in puddles along the westerly gutter line in front of 961 can be partially corrected by lowering the end of the private driveway, partially regrading the southerly end of Prosperity Avenue, and lowering the catch basin cover on the manhole. The best solution to this problem would be the construction of concrete curb and gutter to contain the drainage in the gutters and once again outlet to the southerly end of the street.
