Friberg and tha.t there are no lien holders of record; and tha.t it is further determined that the above described building constitutes a hazardous building within the definition of Minnesota Statutes Section 463.15 for the following reasons: a. The exterior condition of the building is as follows: The entire rear porch and the rear of the building are fire damaged. The roof sags and the roof covering has deteriorated. The front steps are broken and the front porch sags and the deck is loose and deteriorated; c. The interior condition of the building is as fo11o`es: The first floor kitchen, dining room and living room are fire damaged, plaster is loose and fallen and the trim and doors are charred. The second story bath, three bedrooms and hall are also fire damaged and the plaster is broken and fallen. The third story has three rooms which are smoke and water damaged and the plaster has fallen. The plumbing and electrical fixtures are broken or removed; d. The building in the above cor.dition is beyond reasonable repair; � e. The building is unfit for human habitation in its present condition and the above corrections � _.._ must be made in compliance with the Building Code and the Housing Code of the City of saint Paul in order to ma.ke the same habitable; f. The owners of record is Theodore C. Friberg. The legal description of the property is Lot 15, Block 2, Smith and Taylor' s Addition. The building is a three story frame dwelling 32 feet by 42 feet. The entire rear porch and the rear of the building are fire damaged. The roof sags and the roof covering has deteriorated. The front steps are broken and the front porch sags and the deck is loose and deteriorated. The fire damaged stairwell prevented an inspection of the basement. The first floor kitchen, dining room and living room are fire damaged, plaster is loose and fallen, and the trim and doors are charred. The second story bath, three bedrooms and hall are also fire damaged, �il�ster is broken and fallen. The third story has three rooms which are smoke and water damaged, plaster has fallen. The plumbing and electrical fixtures are broken or removed. There is severe damage to the interior of this building and it does not appear feasible to rehabilitate. � �� � � � v � � � y, . � Madam President and Members of the City Council October 10, 1972 (2) The Housing and Redevelopment Authority does not intend to acquire this property. The subject property has been boarded up by the owner since November 18, 1971 and then by the city since July 13 , 1972. The o�nrner stated that he would rehabilitate the building in August of 1972 but no permits were securred or work done. Inasmuch as the conditions outlined above constitute a public hazard and the owner has made no attempt to satisfactorily repair the damage despite our warnings, and the continued vacant and boarded up condition contributes a blighting influence on the neighborhood, it is the re- commendation of this bureau that this matter be referred to the City Attorney' s office for razing and removal through District Court pro- ceedings.
