WHEREAS, Pursuant to Council Resolution, C. F. 258715, ap-
proved May 24, 1972� the City� Cardina.l Investment Co. and Afton
View Apartments entered into an Agreement whereby the City would
receive dedication of land for Londin Park after certain specified
improvements ha.d been ma.de at no expense to the City; and
WHEREAS, The improvements ha.ve been substantially completed and
the Mayor recommends that the City accept dedication of the land;
now, therefore, be it
RESOLVED! Tha.t the Council of the City of Saint Paul does here-
by accept dedication of the following described real estate for
park, playground, recreationa.l and open-space purposes, and the City
Attorney is authorized to place the Deed of Dedication on record in
" the office of the Register of Deeds :
Tha.t part of the West Qua.rter of the East Ha.lf of the
Northeast Qua.rter (W � of E 2 of NE 4� of Section Eleven
(11), Township Twenty-eight (28), Range Twenty-two (22)�
lying South of Lower Afton Road, now known as Londin Road
which lies within the West 20 acres of said East Half of
said Northeast Qua.rter, subject to rights of ublic in
roads, except tha.t part of the East Sixty (60� feet of
the West Half of the West Half of the East Ha.lf of the
Northeast Qua.rter (W 2 of W 2 of E % of NE 4 Section
Eleven (11), Township Twenty-eight �(28), Ra.�ge 'I�aenty-two
(22), lying South of Lower �fton Road (Londin Road) and
North of a line drawn at ri ht angles to the East line

Dear Mr. Ricci:
Enclosed please find City Council Resolution auth-
orizing the acceptance of dedication of land for
Londin Parkand authorizing the City Attorney to
record the deed of dedication in the Office of the
Regzster of Deeds . I am in receipt of the proposed
Escrow Agreement submitted by Harold Shear, and I
am of the opinion tha.t this will provide all of the
guarantees of protection tha.t your department needs
concerning the completion of the development work
to be done by Afton View Apartments
Aiter the Council has approved this resolution, we
will record the deed.

Dear Mr. Shear:
I h.ave read your proposed Escrow Agreement with
Afton View Apartments and Bituminous Surface Treating
Company and find it satisfactory as far as the City' s
interest is concerned. I ha.ve also prepared and sub-
mitted to Mr. Ricci a Council resolution authorizing
acceptance of the deed of dedication and authorizing
the City Attorney to file the deed in the Office of
the Register of Deeds .
Before this deed ma.y be filed, it will be necessary to
have all real estate taxes paid. Please provide me
with the tax receipts showing that these real esta-te
taxes and assessments h.ave been paid. �

Enclosed is a proposed resolution which I would like to have intro-
"duced to the Council.
The acceptance of this park by the City of Saint Paul will serve a
�eed in the Highwood area at no cost to the City for acquisition or
current development.
This dedication relieves the City of a commitment to acquire open space
for recreational purposes in this area� and represents a savings of
thousands of dollars to the taxpayers of Saint Paul.
