WHEREAS, in recent years our citizens in Saint Paul have had a continuous
and steady rise in their tax burden; and
WHEREAS, this tax burden and particularly the property tax portion has
had an extremely adverse and detrimental effect on the lives and c{uality of
living for many of our residents , but particularly for the senior citizens ,
the retired persons , and the owners of small businesses ; and
WHEREAS, government at all levels must closely examine and balance their
program commitments with financial resources continuously seeking to reduce
costs and maintain satisfactory services ; and
WHEREAS, the Federal government has given local governments the oppor-
tunity to improve their financial decision-making in the form of providing
meaningful, unrestricted financial aid through its revenue sharing program;
and
WHER�AS, the Saint Paul City Council on October 17 , 1972 , by resolu- '
tion, declared its intent to use a substantial portion of its revenue sharing '
funds for the property tax relief of its citizens ; and
WHEREAS, the City Council in adopting its 1973 budget on October 25,
1972, allocated $7 ,000, 000 of federal revenue sharing funds to property tax
relief;
Now, therefore, be it
RESOLVED, that the Saint Paul City Council rec{uests the Ramsey County
Board to join the city and use a substantial portion of its share of federal
revenue sharing funds for property tax relief in 1973 . This will enable our
citizens to receive maximum benefits in property tax relief from this new
source of revenue,
FURTHER RESOLVED, that a copy of this resolution be forwarded to each
member of the Ramsey County Board and to the Ramsey County Administrator.
