WHEREAS, the benefits of substanta.al increases in Social Security
allowances to thousands of St. Paul residents have been negated by statuatory
policies of the federal and sta.te agencies which require corresponding increases
in rent on public housing, reductaons in Department of AgriculLure food stamp
bonuses, and stringent limitati.ons on medical old age assistance; and
WHEREAS, these policies have perpetuated the hardship of those citizens
�l.igible�or these benefits and precluded the achievement of increased
opportunity for our senior citizens; now, therefore, be it
RE50LVED that this Council on behalf of the people of St. Paul does herein
declare its support for state and federal legislati.ve efforts to mainta.in present
levels of social service and public assistance and increased allowances to the
senior citizens of St. Paul and urge that the 93rd Congress give this matter
the highest priority; and be it
RESOLVED FURTHER, that this Council express its gratitude and
appreciation to Senator Walter F. Mondale and Congressman Joseph. Karth
who have sponsored emergency legislation in the Congress to correct these
deficiencies in our public assistance system.

Thank you for forwarding to me the resolution of
the St. Paul City Council urging that the 93rd Congress
give high priority to legislation to ma.inta.in present
levels of social services and public assistance. I
appreciate having this expression of the views of the
members of the St. Paul City Council.
After enactment of the 20% social security benefit
increase this summer, I joined in the introduction of
legislation which would "pass along" the full increase
to recipients of other forms of Federal assistance and
was pleased that we were at least able to obtain continuation
of Medicaid as well as a $4. 00 pass-through to those who
were receiving welfare benefits in October of this year.
You can be sure, though, that *�vhen Congress reconvenes
next Janua�y, I will continue my efforts in behalf of those
persons who are in need of public assista.nce.

Dear Mr. Marshall :
I appreciate your getting in touch with me concerning the funding
of social services.
Under the old system, grants to the states were funded on an
open-ended basis. Legislation enacted in this Congress , however,
placed a $2. 5 billion ceiling on funds available to the states for
social services. Each state would be limited to its share of $2 .5
billion based on its proportion of the population. Child Care ,
family planning, services to the mentally retarded, services
related to the treatment of drug addicts and alcoholics, and
services to foster children can still be provided to persons
formerly on welfare as well as present recipients of welfare .
However, 90� of all social service funds must be spent for current
welfare recipients. Until a state reaches the limitation of its
allocation, 75$ federal matching would continue to be applicable
for other social services under present law.
What this new amendment means is that services to the elderly or
probation or parole services , for example , must be funded out of
the remaining 10$ set aside for non-welfare recipients. And,
undoubtedly, federal funding for such services as the Hennepin
County Court Service program will suffer cutbacks.
During consideration of the social service legislation, attempts
were made to modify these cutbacks , but many Senators felt that
open-ended funding provisions were being misused by some states
and local agencies. I believe that this, more than anything else
did most harm to the efforts of those who wanted to maintain
funding on an open-ended basis .
In the next session of Congress, I intend to press for an amend-
ment to the social service ceiling that would restore a more
balanced approach between services to welfare recipients and

non-recipients.
I strongly feel that Congress in the next session would examine
the entire social service program, studying the state planning
mechanisms, the operation of the programs and the identification
of the needs of the recipients.
It is very helpful to have your counsel, and I hope we can be in
close touch during the 93rd Congress.
