Marshall �v� City Clerk Room 386 City Ha11 St. Paul, Minnesota 55102 Dear Sir: This is written in response to the appeal and application for a permit by Land Ho, Inc. for a setback variance and a permit to construct a 254- car parking lot to be used in conjunction with apartments on property located on the east side of Westminster Street between Cottage and Hyacinth Streets. This property is further described as follows: Lots 34, 35, 42, and 43, and the north 75 ft. of Lot 27, J. W. Bass Acre Lots. This matter was heard at the January 20, 1972, Board of Zoning public hearing, at which time the staff reports were summarized for both the appeal and the permit application. A letter from the Traffic Engineer was read and is quoted in the minutes. The staff commented on the appeal by noting that the variances requested affect unimproved Edgemont Street frontage and that if the several parcels across Edgemont not owned by the appellant are developed residentially, this setback variance of 88.88% may affect these properties. Mr. 0'Toole, attorney for the appellant, said that Land Ho, Inc. would never petition to improve Edgemont because the cost would be prohibitive; and, since Land Ho, Inc. owns most of the property, other ownerships along Edgemont Street do not represent enough signatures to petition for the improvement of Edgemont Street. He oontinued by explaining that a vari- ance would allow more of the site to be used as open space. Subsequently, a motion to recommend approval was seconded and carried by a vote of 3 to 1.
