Marshall City Clerk Room 386 City Hall St. Paul, Minnesota 55102 Dear Sir: This is written in response to the application of St. Pau1-�amsey Hospital for a permit to construct a 50-car parking lot for employees on property located on the north side of University between Jackson and Robert Streets. This property is further described as follows: Lots 8, 9, 13, and 15, Auditor Subdivision No. 67. This matter was heard at the December 16, 1971, Board of Zoning public hear- ing, at which time the staff said that revised plans meet design standards. Noting that the proposed lot is located within the boundaries of the Capitol Area Architectural and Planning Commission area, the staff said it under- stood the CAAPC has a certain amount of zoning and special-use permit auth- ority in that area. The staff said that, if they have not already done so, the applicants should consult with that agency before further action is taken by the City. Mr. Ralph Stacker, fee owner of the property, said the State Administration Department was in favor of the proposed lot. He said it would be a temporary lot. Captain Jyrkas, Traffic and Accident Section of the Police Department, spoke of the congested traffic conditions at Jackson and University and suggested that this matter be referred to the Traffic Engineer to study provisions for pedestrian safety in this area. Subsequently, the Board heard a motion to recommend approval on condition that there be provided adequate pedestrian control at the corner of University and Jackson Streets. The motion was seconded and carried by a vote of 5 to 0. After the meeting, a copy of the parking lot plan and a copy of the minutes of the meeting were transferred to the Traffic Engineer�s office for the study suggested during the meeting. Butler Commissioner of Finance 113 Court House St. Paul, Minnesota 55102 Dear Commissioner Butler: At its February 4th meeting, the Capitol Area Architectural and Plan- ning Commission discussed the matter of St. Paul Ramsey Hospital 's proposal to construct a temporary parking lot on University Avenue, west of Jackson Street. The following is an excerpt from the Minutes of that meeting which contains the discussion of that matter and the Commission 's action: ST. PAUL RAMSEY HOSPITAL PARKING LOT "Mr. John E. Sweeney, Building Superintendent of St. Paul Ramsey Hospital, spoke to the Commission regarding his request for a temporary 50-car parking lot on University and Jackson, west of the Travelodge Motel. He displayed a plan of the lot. He said that the St. Paul Planning Commission had approved the lot with the stipulation that the City Traffic Engineer provide a "walk" phase for ped- estrian traffic at the traffic signs on the corner of Jackson and University. He said that there was a hearing on January 3rd at the City Council at which the owner of the Travelodge objected to the use of the lot for parking because of congested pedestrian and vehicular traffic. Councilwoman Butler requested that the hearing be post- poned for one week until the CAAPC could take the matter up at this meeting. Mr. Williams asked what the Hospital 's long-range plan is for solving its parking problems . Mr . Sweeney called upon Mr. David Gitch, Assistant Director of the Medical Center, to address the Commission on that subject. Mr. Gitch said that the St. Paul Ramsey Hospital Commission is currently studying the expansion of facilities , includ- , ing those needed for parking. The Hospital property is being considered for a Health Science Campus to train under- �� _ .;. . : �,,�. � � Mrs . Rosalie L. St. Paul Ramsey is a member of the St. Paul Associated Capitol Hospitals, which has been participating in delib- erations regarding the relocation of Children's Hospital . Mr. Gitch is hopeful that the Hospital Commission will make decisions on these facilities soon so that planning can commence. Parking facilities , such as a ramp, must be planned in conjunction with these other facilities . Meanwhile, the Hospital is having difficulty in accomo- dating outpatients , visitors , and staff, and needs additional parking space. Mr. Williams asked Mr. Gitch how long the temporary lot on University would be needed. Mr. Gitch estimated that a new ramp would not be constructed for at least two years . He said that the Hospital does have land fronting on Jackson Street which could be developed into a parking area. However, the construction of a Health Science Cam- pus , Children 's Hospital, or a parking ramp would tempor- arily displace existing parking. Mr. Gitch mentioned that other plans may have an affect on the Hospital property. For instance , the Highway Department is contemplating new University Avenue ramps off Interstate Highway 35E, which may reduce the size of the existing Hospital property. Mr. Williams asked if there were any estimates as to what the total parking requirements would be. Mr. Gitch said that the present need is for 140 spaces . The Hospital presently accommodates about 114 cars , with some parking along the streets . He felt that the proposed lot on University Avenue would be adequate, barring any furthe� expansion. � Mr. Gitch mentioned that the owner of the Travelodge Motel ; owns a parcel of land in the center of .,;the proposed parking + lot and objects to the construction of the lot. Mr. Williams + asked if the owner could legally stop construction. Mr. { Seeney said that this was up to the City Council.
