WHEREAS, it is the desire of the Couneil of the
City of Saint Paul to provide a serviee that we are hopef�l
will increase the patronage of the Ci�ic Ce�nter Pa�kir�� Ramp; and
WHEREAS , additionally, the Council is de�irous of praviding
for a do�ntown cireul�tion s�ste�n; and
WHEREAS , th� M�tropolitan Transit Commi.ssion haa tl�e
capabilitq of providing st�ch ser�riae to the City of Saint Paul; and
WHEREAS, there is a sp�cial meetiag of th� Metropolitan
Transit Commissicn to be held on Frida�, MmPCh 10 , 1972 ;
Now, Therefore , be it
�tESOLVED, that the Couacil of thc City of Saint Pa�l does
hereby authorize the Mayor to trans�i.t the att�ched letter, which
is hereby made a part of this resolution, to the Metropolitari
Transit Commi.ssion for its consideration at tc�day's meeting.

Dear r4r. Kelm:
It is my understanding that the Commission is having a special
meeting this afternoon,� and with that thought in mind, I would
like to ask that the following matter be given consideration
by your Commission at today' s meeting.
The Citv of Sai.nt Paul is desirous of instituting QT bus service
within the City of Saint Paul. We envision this service to
operate from a commencement point of the new Civic Center parking
ramp and to travel on Kellogg Boulevard easterly to Wabasha
Street thence north on Wabasha to Seventh Street thence easter.ly
on Seventh Street to Robert Street thence along Robert Street
back �co iCellogg Boulevard and proceeding westerly along Kellogg
Boulevard back to the Civic Center parking ramp .
We are desirous of instituting this program for a two-fold reason:
1 . To provide a service that we are hopeful will
increase patronage of the Civic Center parking rarnp
2 . For the providing of a downtown circulation system.
It is our understanding that presently there are some QT buses
that may be made available by the Commission to the City of
Saint Paul for this service .
We further understand that it has been the poli.cy of the Commission
in providing a speciaZ service to various local government units
within the b7etropolitan Transit area to ask the local units of
government to share the out-of-pocket def.icit incurred by the
Commission in the furni.shing of this service on a 50-50 basis .
This would be w}io13.y acceptable to the City of Saint Paul .

the City of Saint Paul for the immediate implementation of
QT bus service in downtown Saint Paul .
