Proposal was submitted to Vic Wittgenstein, Du ofParks and Recreation, for approval. 4. Youth from area high school Gay-Straight Alliances and GLBT Support groups were surveyed as to whether they would participate in a recreation program and to fmd out their interests. 5. Alan met with staff and students of the GSAs and GLBT Support groups to talk about the program and to recruit participants. 6. The Broom Closet, a support group for An Evening OUT, was formed and paperwork to become a non-profit organization was completed. Support group began applying for grants. 7. Funds became available through the Youth Programs Fund to provide transportation. Adult volunteers were recruited to help supervise the activities. 8. Planning meetings are held monthly with the participants. Issues of recruitment and marketing are also discussed. Fundine Funding for the recreation leader and cost of the space is provided by Saint Paul Parks and Recreation out of general fund monies. Funding for the Out for Equity staff is paid for by the Saint Paul Public Schools. Funding for activity supplies and transportation is provided through the Broom Closet, a non-profit organizarion (317A) whose puxpose is to support, sponsor and promote "An Evening OUT". The Broom Closet has received grants from the St. Paul Youth Program Fund (chazitable gambling). The Broom Closet also has received a grant from a Twins Cities Youth Foundation for the purchase of darkroom supplies for a photography program. The program plans to pursue grants from other foundations such as the McKnight Foundarion and the Philanthrofund Foundation (GLBT specifio community foundation) as the need for more funding arises. Youth are only charged an admission fee, usually $3 or less, for special events such as a dance. Otherwise all activities are free for the participants. Collaboration An Evening Out is a collaboration between Saint Paul Parks and Recreation and the Saint Paul Public Schools which together staff the program and provide/find funding for the program. Staff from the area high school Gay-Straight Alliances or GLBT Support Groups is informed of the activities and help recruit participants for the recreation center. Recently, an invitarion was extended to the Minneapolis GSAs to participate in a bowling and pizza pariy. Twenty youth from Minneapolis attended the even� 2 oa_�y1 COmmunity Support Attendance at the recreation center is 10-30 participants a night. Special events sometimes draw more teens to the program. As stated eazlier, staff from the GSAs and GLBT Support Groups is informed about the calendar of events and shaze it at their meetings. The program is advertised on the Out for Equity Website (www.spps.org/outforequitv) and the Out for Equity newsletter, Outwords. Participants can sign up to receive e-mail about the recreation center's calendar of events and other GLBT activities happening around the Twins Cities. The program has not been advertised publicly for fear of drawing protests from people who are anti-GLBT. Concern for the physicai safety of the participants is an issue as is the ability to create a comfortable and supportive environxnent where confidenriality is maintained and the program is free ofharassing and disapproving behavior. Although the program targets Saint Paul teens, it is starting to draw teens from other parts of the Twins Cities. Whv Program Deserves the Award Few recreation programs exist whose target population is GLBT teens. Studies have shown GLBT teens are at-risk for drug and alcohol abuse, social isolation, unsafe sex, and suicide. This program provides a safe and confidential place where teens can hang out, meet other teens, talk about GLBT issues, dress as they like, make new friends and build positive relationships with adults who are supportive. It is a place they can be themselves and not fear homophobic harassment. It also allows them to participate in positive leisure time activities whether iYs physical activity or creative endeavars. This program is meeting the needs of an under-served population in Saint Paul. Review Process Staff from Saint Paul Parks and Recreation and Out for Equity, along with the aduit volunteers meet quarterly to discuss funding issues, recreation center issues, and attendance. Alan meets with the participants monthly to plan future activities and evaluate past activities. Twice a year, he surveys the youth for their input on a variety of issues affecting the recreation center. An annual report is submitted by Linda Flynn to the Manager of Recreation Services. A current member of MRPA must submit the Award of Excellence nomination form. Deadline for submitting the nomination form is Aprill 5, 2002. The intent of the Award ofExcetlence program is to either recoo i�e newly iznplemented projects, pzograms or initiatives that have occurred during the previous year —in the year 2001 or for a project that has resulted in substantial change or unprovement to a program, facility, or event in 2001.
