RESOLUTION 0 THE CITY OF SAINT PAUL, MINNESOTA
DESIGNATING E COMMUNITY HOUSING CORPORATION
AS THE PROJECT REHAB "LEADER" GROUP
WHEREAS, the City of Saint Paul, Minnesota desires to undertake Project Rehab, a�
Federally assisted program under the direction of the Department of Housing and Urban
Development, whose goal is to stimulate and support large-scale rehabilitation of mainly
absentee owned structurally sound but dilapidated residential properties in the City of
Saint Paul; and
WHEREAS, the Department of Housing and Urban Development requires the City to arrive
at a workable set of arrangements and understandings among all participants in the Pro�ect
Rehab Program prior to the official selection of the City in order to be insured of a
realistic and workable project that can go forward in a timely fashion and immediately
following an official designation by the Department of Housing and Urban Development; and
WHEREAS, the Co�mnunity Development Corporation of Greater Saint Paul, a non-profit
corporation incorporated under Chapter 317, Minnesota Statutes 1965, has been formed to
receive and administer funds for the purpose of assisting in the development of projects,
undertaking studies and other activities in cooperation and coordination with local govern-
ment and civic bodies for the elimination of slums, blight and blfgl�ting influences and
to aid, assist �and foster the p-1an�fng, replacement, development, renewal, redevelopment
and improvement of the Greater Saint Paul Area, all for the purpose of combating com�unity
deterioration and securing adequate housing and community facilities and other related
facilities, services and conditions, economic and otherwise, conducive to the progress and
general welfare of the community and to that end, will aid and encourage the development
and redevelopment of the Greater 9aint Paul Area in a manner beneficial to the Greater
Saint Paul Area as a whole. Such aid and assistance may include surveys, studies, plans and
the creation of a development fund to be used or to assist in land assemblages, rehabilita-
tion, conservation, relocation and construction, directly, indirectly or supplemental to
others, including lenders, qualified developers and government or quasi-governmental agencies;
and

WHEREAS, the Executive Committee of the Community Development Corporation of Greater
Saint Pa�l has created the Community Housing Corporation of Greater Saint Paul, a non-profit
corpora;tion sponsored by Community Development Corporation of Greater Saint Paul and

referred� to hereinafter as the Community Housing Corporation or CHC; and
WHEREAS, the Community Housing Corporation desires to be designated by the City
Council of the City of Saint Paul as the "leader" group which will carry out and coordinate
all phases of Project Rehab in and for the City of Saint Paul; and
WHEREAS, the Community Development Corporation, together with the City of Saint Paul,
Minnesota, have ,jointly undertaken the preparation of an Application to the Department of
Housing and Urban Development requesting that the City of Saint Paul be designated as a
Project Rehab city; and
WHEREAS, this Application indicates generally that suitable properties are available
within the City of Saint Paul for inclusion in the Project Rehab Program and that skilled
contractors are available to perform such rehabilitation work and that adequate sponsorship
of specific rehabilitation projects is available to develop these projects and properly
manage them; and
WHEREAS, co�unication with neighborhood groups, Project Area Committees, the Model
Neighborhood Planning Council, and other interested cifiizen groups, will be established
and maintained by the Community Housing Corporation to insure review of specific projects
and broad-based participation by neighborhoods in providing significant job and enterprise
opportunities for indigenous and minority citizens, minority subcontractors and contractors,
including the necessary recruitment, training and advancement of such persons; and
WHEREAS, the Community Housing Corporation, with the assistance of the Housing and
Redevelopment Authority of the City of Saint Paul, Minnesota, acting as the Central
Relocation Agency for the City of Saint Paul, will provide necessary and adequate relocation
assistance for families and individuals being displaced as a result of Project Rehab
activities; and
Wf�REAS, the Community Housing Co�poration further requests the cooperation and support
of the City of Saint Paul, essential to the success of a large-scale Pro�ect Rehab Program
and such cooperation will include giving a high priority to the inspection of properties
under the Pro�ect Rehab Program and priority to the issuance of the necessary building
permits and the consideration of waiving certain City Code requirements wherein such require-
ments could be waived and are detrimental to the financial feasibility of a specific project.

NOW, THEREFORE, BE IT RESOLVED that the Ma.yor and City Council of the City of Saint
Paul, Minnesota hereby designate the Community Housing Corporation of Greater Saint Paul,
a non-profit corporation sponsored by Community Development Corporation of Greater Saint
Paul, as the "leader" group to carry out and coordinate all phases of Project Rehab in and
for the City of Saint Paul.
BE IT FURTHER RESOLVED that the City of Saint Paul will cooperate with the Community
Housing Corporation and will instruct the appropriate department heads of the City to the
fullest extent permitted by law, to provide inspections and the issuance of building
permi.ts on a priority basis and to consider the waiver of various Code requirements where
applicable and necessary.
