Marshall City Clerk Room 386 City Hall St. Paul, Minnesota 55102 Dear Sir: This is written in response to the appeal of Miss Cla ra LaBarre to waiver Zoning Code Chapter 62.02 to allow a decorative wall along the alley on property located between Summit and Grand on Lexington Avenue. This property is further described as follows: The south 47 feet of Lots 13 and 14, Block 39, Summit Park Addition. This matter was heard at the January 6, 1972, Board of Zoning public hearing, at which time the staff report on file was suimnarized. A letter from several neighbors to the subject property which supported the variance was read. The staff noted that the subject fence separates a residential use from a commercial use and commented that, under those conditions, it may be advisable in general practice to allow such fences subject to public review. As the Board considered this matter, it was noted that the removal of about eleven blocks of the wall would make it conform. Concern was also expressed over the wa11's effect on pedestrian safety.
