After an extensive search we were unsuccessful in finding a qualified individual and began advertising oustide of the state, at which time Mr. Markowitz, now with our program, was referred to us as a possibilitq. We were extremely pleased with this applicant and delighted when he accepted the position. Mr. Markowitz's background, a Master's degree in City Planning, various experience with both public and private planning groups, and service as a VISTA Volunteer in a Model Neighborhood, makes him extremelq qualified for the position of Physical Planner. To make his acceptance of the �ob possible, Model Cities flew Mr. Markowitz to St. Paul for a personal interview, at which time we promised him that we would attempt to paq at least seventq-five percent of the expense of moving his family from New York City to St. Paul. We based our co�mitment on the understanding that the St. Paul Housing and Renewal Authority reimburses their new planners one hundred percent for moving expense. We realize that such payments have not been made before in our program, but in light of the above cffircumstances, I am requesting that qou prepare a Council Resolution for approval to paq at least seventy�five percent of the moving expense incurred by Mr. Markowitz.
