WHEREAS� The del Cities Department was not able to locate
a Saint Paul resident who qua.lified for their job position as a
Physical Planner, and it was deemed necessary to seek such a
qualified person outside the State of Minnesota; and
WHEREAS� The Model Cities Department ha.s located such a qua.l-
ified individua.l and in order to have him relocate from New York
to Saint Paul� it was deemed necessary to reimburse him for a
portion of his moving expenses; and
WHEREAS� The Council of the City of Saint Paul concurs in
this determination of its Model Cities Department and does hereby
determi.ne that it is in the interests and to the benefit of the
City of Saint Paul to reimburse a portion of sueh moving expenses;
naw� therefore, be it
RESOLVEDt Tha.t the Model Cities Department is hereby authorized
to reimburse Steve Ma.rkowitz the sum of $477.55, for a portion of
his moving and relocation expenses incurred by him in accepting
employment with the Saint Paul Model Cities Department in the
position of Physical Planner.

Be: Resolution approving moving expense
incurred by Model Cities Physical Planner
Dear Mr. Mayor:
Prior to August, 1971, the Model Cities Office had advertised locally for a
Physical Planner. After an extensive search we were unsuccessful in finding
a qualified individual and began advertising oustide of the state, at which
time Mr. Markowitz, now with our program, was referred to us as a possibilitq.
We were extremely pleased with this applicant and delighted when he accepted
the position. Mr. Markowitz's background, a Master's degree in City Planning,
various experience with both public and private planning groups, and service
as a VISTA Volunteer in a Model Neighborhood, makes him extremelq qualified
for the position of Physical Planner.
To make his acceptance of the �ob possible, Model Cities flew Mr. Markowitz
to St. Paul for a personal interview, at which time we promised him that we
would attempt to paq at least seventq-five percent of the expense of moving
his family from New York City to St. Paul. We based our co�mitment on the
understanding that the St. Paul Housing and Renewal Authority reimburses their
new planners one hundred percent for moving expense.
We realize that such payments have not been made before in our program, but in
light of the above cffircumstances, I am requesting that qou prepare a Council
Resolution for approval to paq at least seventy�five percent of the moving
expense incurred by Mr. Markowitz. Please see attachment for itemization.
