Photos 1 through 4 were taken by Mr. Dinitz and clear�y shaw the direction of impact. It is evid.ent fr� these pictures that the vehicle wa.s probably a passenger car or sma11 truck. The operator had apparent�y lost control of his vehicle due to the icy pavement in the area at the tim,e. Note the ice build-up on the exit sign. The skid marks of the vehicle indicate the front wheels had been turned to the left in a vain attempt to avoid colliding with the unit. (Note the variance in the width of the skid maxks as theyapproach the unit, indicating that the operator had attempted to steer away). The unit tiras compressed some f�ve feet in the. colLision. Mr. Dinitz ha.s informed this office that such a compression w�uld indicate a.n impact speed of 30 to 35 m.p.h., assuming the vehicle was a standard size and weight passen�er car. Photos 5 thru l� were ta.ken by the State during an investigation of the scene by engineers f�om the Off�ce of TraffYc. It should be noted that most of the tra.cks in the gore had been obscured by Maintenance Forces during snow removal opera.tions. Photos 5 thru 8 show various f�ont views of the device. Several of the cell covers had �een imrerted by the escaping water. Photos 9 and 10 show side views of the unit. In photo 10 the relative ccm�pression of the device is shown. The location of the primary cable anchor is direct],y beneath the right leg of the figure in this photo. Co�parison of this photo should be made with the copy of the construction plaa attached. Examination of the device revealed no serious damRge. Aa expected, the secondary ca.bles had released on impact. This is shown in photo 1�F. The moisture seal of one individual cell was missing. 1Qo other damage to the unit was observed. Ma.intenance forces had restored the device to flil.l operational sta.tus by Monday moraing, Februaxy 8th. The cost of necessary repa3rs was $9•33• Photos 15 thru 1$ were �aken following repair of the unit. It is the opinioa of this office that the I�ydro-Cushion Cell Sandwich Unit installed at this location f�nctioned as intended. Given the roa.dway conditions and. estimated speed of the vehicle, it has been determined that the concrete para,pet wall would have been struck itt such a marmer as to cause serious d�mage to the vehicle a.nd probable personal injury to the occupa.nt(s) had �he device not been present. It is to be ass�ed that neither cax or driver were serious�jr affected since no report has been ma.de to either State or Local Police.
