(See ai:tachr,�ent ;�=Q. ) The co�munity ha� inadequate means oP d��ert�nq youth from the system at the tirne of arrest . 1'he current method oi arrest , bookinq, court action �oo of�en deals only with symptornatic behavior (illegal act } , There is a need to formal.ize a procedure whereby the moti- vatinn underlying the symptornatic behavi_or is dia�nosed � and treat�d, thus decreasin� chances of further offenses. Transpertation costsf insecurity � lack of' rnotivai,ion, . � ignorance of' availahle resources , strong sense of commu- , nity identity, all fiave interFered with residents leaving the area to obtain needed services. Though some people are willing and able to follow through on referrals made to agencies outside the area, it appears that these are not �;he people most in need of services. Therefore , a youthful oPfender in need of employment , fami'ly caunsel- ing, etc, ( in other words, in a multiple problern situation) is less la.4cely t�o receive service lying outside the immedi� ate conmunity.
