WI�REAS, the Housing and Redevelopment Authority of the City of Saint Paul,
Minnesota has presented to this Council its Application For A Low Rent Public
Housing Program to be submitted to the Department of Housing and Urban Development
for a Program Reservation for an additional 1200 units of new construction hi-rise
law income elderly housing together with a proposed Cooperation Agreement between
the City and the Authority in connection with such construction; and
WHEREAS, in connection with said Application there has been presented to and
considered by the Council census information and other data demonstrating that a
need exists for low rent housing for the elderly not being met by private enterprise
at rentals that the elderly can afford and that a rental gap of at least 20% exists
between the upper shelter rents in elderly low rent housing and the lower rental
limi.ts that private enterprise is providing through new construction and existing
housing a substantial supply of decent, safe and sanitary housing for elderly low
income persons and families.
NOW, THEREFORE, BE IT
RESOLVED by the Council of the City of Saint Paul that the Application of the
Housing and Redevelopment Authority of the City of Saint Paul, Minnesota to the
Department of Housing and Urban Development for a Program Reservation for a Low Rent
Housing Program of 1200 additional units of low rent elderly housing in new hi-rise
construction and the Cooperation Agreement between the City and the Authority in
connection with the provision of such housing are hereby approved and the execution
of said Cooperation Agreement authorized upon approval of said Application by the
Department of Housing and Urban Development.

Re: Program Reservation and Cooperation Agreement for
1200 Additional Units of Housing for the Elderly
Dear Members of the Council:
Find enclosed an Application For A Low Rent Public Housing Program for 1200 additional
units of new construction housing for the elderly prepared by the Authority for Council
consideration for submission to HUD. At the current rate of new applications for elderly
housing and the number of units available, the Authority will have a continuing waiting
list which in 1975 will be an estimated 1249 applicants. The figure anticipates the
completion under an existing approved Program of one hi-rise in each of the years 1972-1975
and annual occupancy turnover. These projected figures are detailed in Exhibit I attached
and assume a constant number of applications in each year.
As further evidence of need for the additional elderly housing is the 1970 Census Data
available to date. This data indicates (E�ibit II attached) :
1) That the elderly population (persons 65 years of age and over) has increased to
41,136 persons or 13.3% of the City's total population;
2) That a large number of this elderly population is of low income: the Profile of
Selected Low Income Areas in which 16,000 elderly live indicates that 75% would be eligible
by income for low rent housing; and
3) That the overwhelming number (95%) of the elderly in the Profile Area were born
in Saint Paul or had resided here for five years or more.
The Census Data shows that the estimates of applications which are based on current
Authority experience probably will increase each year rather than rema.in constant as assumed
in Exhibit I projection.
In the face of a rising elderly population, the 1970 Census reveals a decrease in the
rental housing supply at rentals low income elderly can afford. Between 1960 and 1970, the
total number of rental dwelling units increased by 5,050, but the average monthly rental

increased from $73 per month in 1960 to an average monthly rental of $104 in 1970.
Further, the number of rental units available at rents of $80 or less per month decreased
from 23,058 in 1960 to 15,277 units in 1970. These figures include existing low rent
housing.
The Authority requests favorable Council consideration of the Application for a Low Rent
Public Housing Program of 1200 units of low rent elderly hi-rise units in order to meet
the need for such housing by 1975 in the City of Saint Paul.

mortgage amounts on these unit sizes. In aur 236 projects that are under construction,

two bedroom units must support a portion of the cost of the smaller units. The

income limit increase will raise maximum rental on the efficiency and one bedroom units
to a level at which net income will support required mortgage amounts.
Federal and state requirements dictate that income limits for admission and rents
nust be so established that a gap of at least 20% will be left between the upper
rentals for admission to public housing and lowest rentals at which private enterprise
unaided by public subsidy is providing (through new or existing construction either
rental or sales) a substantial supply of decent, safe and sanitary housing. In
addition, the Housing and Redevelopment Act of Minnesota specifies that low-rent _
public housing shall be available only to families in the lowest 20 percent ir�came
group in the locality. In the latest administrative ruling, the State Act was modified

The staff recommends that the Income Limits for Admission and Continued Occupancy of

The above determination demonstrates the existence of a gap of more than 20% between the
lowest rents at which private enterpris� unaided by public subsidy is providing (through
new construction and existing structures) a substantial supply of decent, safe and sanitary
_ housing and the upper or maximum rental limits for admission to low-renC housing.

In order to demonstrate tlie local situation relative to the availability of housing for
low-income tamilies, cert�ain information has been gathered and is presented herein. -
1. Ccnsus Informatior_ on Hous:_n� Stock and Vacancies
The I970 Housing Census reports indica�e that• there �vere slightly over 1U7,700

facili�y. Approximately 3,579 units were vacant. Of the vacant units, 2,494 or
2.3 percent- were available for rent or for sale. Of the 2,494 available units,
� 42£3 lack one or more plumbing facility, leaving only 2,066 units as standard, vacant

2. Changes in Iiousin�Stock Since I960 . -
Information gathered fr.om the Department of Parks, Recreation and Public Buildings
of the City of Saint Paul, indicates a trend Uetween 1960 and 1970 from the develop-
meat of single-family structures to Yhe development of apartment structures. The
total number of dwelling units constructed annually within Saint Paul shows an �

The Minnesota Housf.ng and Rndevelopment Act speciiies that low rentlpublic housing shall be
available only to families in the Iowest 20 percent income group in!the locality in which

make a determination that a higher percentage level may be established under certain
circum�tances. The last such determination set the income maximum at 30 percenC, and �
allowed a deductig� of $200 per dependent for�'families with six or more persons. I,ocal �
Autttorities may, therefore, establish income limits which exceed the 30 percent �limit for

lowest 30 percentile increased t�t h�lf the rate of �he lowes� category of �obs in the community
which is the categoxy "trade", famiYy i.ncome at the third decile by number oF all family
incomeE in the locality would therefare have increa�ed from $7,610 in 1967 to approximately
$8,477 in 1970. (2.735% per year increase 1967 to ].971 starting taith a base of $7,610.)
A 30 percentile income amount o€ $8,477 plus $200 dependent allowance for larger fa.milies
would permit an income maximum of $10,273 for a family of lU persons.
Therefore, the proposed maxi.r�um income limits for admission to ard continued occupancy in
Saint Paul,low rent public hausing would restrict uvnilability to only those families whose
fami.ly incomes �all well within tlie requiremen�s of Minnesota Law.

WHEREAS , the tiousing and Redevelopr.ient Authority of the City of Saint Paul,
Minnesota, ot�ms and operates low rent housing projects, Projects Minn. 1-1 through
1-25 inclusive, for the purpose of providing decent, safe and sanitary dwelling
accommodations to persons and families of low income at rentals they can afford; and
WHEREAS, pursuant to the provisions of the Minnesota Municipal Housing and
Redevelopment Act, the Authnrity did on August 29, 1968 approve a schedule of income

WHEREAS, it appe�.rs necessary and desir�ble in order that the Authority in
the operation of its law rent housing projects may house a more representative cross-
section of low income families, including the lowest paid regularly employed male workers,
that a revision of the inc�e limits for initial and continued occupancy be revised and
increased.

approval of low-rent housing sites for the elderly. In selecting sites factors such as
� zoning, land use, and other pertinent factors will be cansidered. The Autt�ority proposes
to continue seeking sites at scattered locations throughout the City so that applicants
can be given a choice as to the neighborhood in which they �oould like to live.

On this sheet pravide info�m.ation �upPle�entar�r to that which may already have
been prcrvided by the caumiunity in its application to HUD for certification or
recertification of a Workable Program for Cc�mnunity Improvement. Specifically,
supply supplementary inf ormation ae to the following:
(1� Other low-rent hcrusing programs that yau or the ecc�nunity are planning to
request within the next five years. For example: the rent supplement,
Section 221(d)(3), Section 221(h), and Section 231 housing progrsans
administered by the Federal Housing Administration; and the 5ection 202
program adminis�ered by the Hclusing Assistance Administration.
Through NDP programs, the Housing and Redevelopment Authority intends to
continue to submit proposals for moderate income (236} multi-family housing
and single-family (235) construction. Presently four moderate income multi-
family projects are proposed for Action Year IV for NDP areas. In subsequent
years NDP progrnms will include proposals for ne�a subsidized housing as well
as loans and grants for rehabilitation of homes.
PrivaCe developers have and will submit proposals for single and multi-
family subsidized projects under the 236, 235 or 221D-4 program.
