Dear Sir:
This is written in response to the application of Whaley Auto Sales for a per-
mit to install a used car lot on property located on the southeast corner of
E. Seventh Street and Clarence Street. This property is further described as
Lots 10, 11, 12, Block 2, Lorena Park, Plat 2.
This matter was heard at the April 20, 1972, Board of Zoning public hearing,
at which time the staff report on file was summarized. The staff had presented
a design to the applicant which would meet standards. A letter from the Traffic
and Accident Section of the Police Department was read which suggested there be
adequate means of preventing unattended autos from rolling down the steep grade
on the site.
The applicant said the facility will have wheel stops and cablestb prevent
cars from crossing the property line.
The Board noted that the�proposed use would not differ much from the past use.
A motion to recommend approval was heard. The motion was seconded and carried by
a vote of 5 to 0.

A. HISTORY: The City Council granted a filling atation permit for this site on
October 17, 1947.
B. AREA ZONING: The frontage along the north side of Seventh Street is zoned
Commercial and the area north of this frontage is zoned "B" Residential. Along
the south side of East Seventh to the east is zoned Co�nercial, to the south is
"A" Residence and west is "C" Residence.
C. DESIGN STANDARDS : The applicant has indicated he intends to u�e the existing
service station building as an office and area to clean and polish cars. The easterly
driveway to East Seventh Street. is to be cheined and curbing installed along the west
property line. There is sufficient maneuvering area on the site to preclude encroach-
ment on public or private property. Revised plans show an 8-ft. buffer along the
east property line.
D, FRONTAGE AND AREA: The site has a frontage of 120 ft. along E. Seventh Street
and 114 ft. along Clarence Street with an area of 10,680 square feet.
E. TRAFFIC ENGINEER: The Traffic Engineer approves the plan and recommends that the
driveway be widened if it is reconstructed.
F. SITE CONDITIONS: The site slopes up from street grade along East Seventh Street
to the alley at the south property line. An old two-bay service station building
and dismantled pump island occupy the site.
G. AREA CONDITIONS: Clarence Street is graded but has no curb adjacent to this
property, Sidewalks are not installed and the boulevard area is gravel and bituminous
and oil mixture. West across Clarence Street is an apartment building, north, south
and east are single-family residences.

Council Chambers of the City Hall and Court House at 10:00 a.m.
on May 16, 1972 on the application of Whaley Auto Sales for a
permit to install a used car lot on the property described as
follows: Lots 10, ll and 12, Block 2, Lorena Park, Plat 2. The
property is located on the Southeast corner of East Seventh and
Clarence Streets.
For further information, contact the Planning Board, Room 1010
Commerce Building, or telephone 223-4151.
To comply with the City Charter, the Department of Finance is
charged with informing you of this public hearing.
If you have any questions, it is recommended that you attend this
public hearing to afford you the opportunity to make your views,
