WHEREAS, the City Architect, Robert L. Ames , has submitted
a purported letter of resignation on May 8, 1972, to the Commissinner
of Parks, Recreation and Public Buildings , said resignation to
be effective May 26 , 1972 , which resignation was accepted by said
Commissioner by letter dated May 10 , 1972; and
WHEREAS, the City Architect in a letter dated May 25 , 1972 ,
withdrew his purported resignation and requested to be continued
in his position; and
WHEREAS, the City Architect has now filed a sworn statement
placing in issue questions of facts surrounding the circumstances
of his resignation; and `

WHEREAS, such questions of fact b�ing at this time
unresolved;
Now, Therefore, be it
RESOLVED, that in fairness to all parties here involved
this Council does hereby reject said resignation of the. Robert L. Ames
and does hereby continue him in his present posit,ion as City

A F F I D A V I T
Robert L. Ames , being first duly sworn on oath, deposes
and says that he did sign on the eighth day of May, 1972 , a
letter of resignation as City Architect of the City of Saint Paul,
said letter being addressed to Victor J. Tedesco, Commissioner.
Affiant further states that said letter of resignation
was not executed as his free act and deed, but was executed
under duress and as a result of certain threats made to him by
Commissioner Victor J. Tedesco. These threats included a threat
to fire your affiant, a threat to blacken your affiant `s name
professionally, and many other threats .
Subsequently, on the twenty-fifth day of May, 1972 ,
upon the advice of legal counsel, that said letter of resignation
was under the circumstances invalid and without effect, affiant
addressed a letter to said Commissioner Victor J. Tedesco
rescinding and revoking said purported letter of resignation
dated the eighth day of May, 1972 .
Affiant makes this affidavit for the purpose of giving
notice that he is the duly appointed City Architect of the City

of Saint Paul, that he has not resigned his position, that as
of the date of this affidavit no charges calling for his removal
have been filed with the proper authorites , and that it is his
intention to continue to serve as an officer of the City of
Saint Paul, namely, City Architect, pursuant to the Laws of the
State of Minnesota and the Charter of the City of Saint Paul.
Further, affiant sayeth not.
