The Traffic Bureau will be vacating their existing shop facility et 666 E. Third
St. and will be moving to their new facility at 899 No. Dale St.
In light of the foregoing, I find the site as su rplus to the needs of the
Department of Public Works and recommend subject site be disposed of in a
manner preacribed by the Council of the City of St. Paul .

Re: Disposition of the Old Traffic Bureau Site
666 E. Third Street
Gentlemen and Madam:
The Land Cammittee has considered the declaration of surplus by the De-
paxtment oY Public Works of the sub�ect site and wishes to report the
following;
The staf�' of the Housing and R�development Authority has indica,ted
an interest in the site as part of a larger site for a lovr-income
elderly hi-rise. To �mplement this, further discussions with
Federal Officisls and application submissions to HUD must be under-
taken. The Housing Authority requests at least a one year delay
in the final determination in the disposition of subject site.
The vacation of Dayton Place would be a necessary faetor in the
implementation of the pro�eet. It would appear this could be
accomplished as the on7`y property that would remain in private
ownership would have aecess direetly to Third Street and Maxia
Avenue. For a more complete presentation� plea�e refer to the
attached request i'Y�om the Housing Authority.
The Department of Parks and Recreation and Public Buildings has
also expressed an interest in the sub�ect site for storage purposes.
The storage site would serviee the fifteen recre�tion centers lo-
cated on the East Side which are presently served by the Como Shop.
The del.ivery of the equipment from -�he sub�ect site could be ha.nctled
by the Pa.rks crew assignecl to the Ea.st Side� thereby freei.ng the
truck and men f`roml the Como Shop for other duties. Please refer to
the attached report from the Parks Department for a mor� camplete
suffina.ry.
In li�ht of the fore�oing, it i� the recomanend.ation o�' the Land Co�ittee that
the sub�eet site be temporarily transferred to the �urisdiction of the De-
partment of Paxks and Recreation and Public Bu3.ldings until such time as the
Housing and Red�velopment Authority has received official confirmation f'roQn
HUll to initiate the project. At this time the property would be donated
to the Housing and Redevelopm�nt Authority. If the proj�ct is not approved

by the Officials of the Federal Goverriment, the need for the subject site
wi11 be reviewed with the Parks Department and a final determina.tion can
be made in regards to the disposition of the subject site.
The Land Committee further recommends that the attached r�solution be
approved as being in the best interests of the C3.ty of Sa.int Pa.ul.

REPORT REGARDING THIRD STREET TRAFFIC BUILDING
Proposed use by the Department of Parks and Recreation and Public
Buildings for the Thrid Street Traffic Building would be for a
storage facility for equipment that at the present time is stored
outside, as well as being used as a drop storage area for card tables,
banquet tables, and chairs that are needed to service the centezs
on the east side of St. Paul.
The equipment presently stored outside is as follows:
1. wooden flooding hose reels (30)
2. wooden hockey nets (120)
3. slides (10)
4. swing sets (6)
5. merry-go-rounds (10)
The life of this equipment could be prolonged if it were stored
inside of a building, but it is difficult to place a dollar value
on the savings that would accrue to the City as a result of inside
storage of the above-mentioned equipment. However, it is estimated
that it would be possible to increase the life of the equipment
by at least two years for the wooden equipment and three to four
years for the metal equipment.
At the present:ti3me we are operating 15 recreation centers which are
all located east of downtown St. Paul. All of these centers at
various time of the year require the use of card tables, banquet
tables and chairs. At the presentt�fzne all of this equip�ent is
stored at our Como Park Shops located at 1100 North Hamline Avenue,
and whenever a recreation center requires the use of any of this
� equipment it is dispatched from the Como Shops to the various centers.
This requires the use of one truck and two men to deliver this _.
� equipment. A storage area on the east side of St. Paul would
reduce the amount of delivery time required in moving this equipment. �
Rather than dispatching a truck and men from Como Park, the delivery
of this equipment could be handled by the Park crews assigned to the
East Side, thereby freeing the truck and men from Como for other duties.

Our needs at this time would not require that we use the entire
building. In fact, it was our original intent that this building
could possibly be shared with another Departmen�.

In previous correspondence to'your office, the staff of the Housing and Redevelopment
Authority has indicated an interest in the site of the Traffic Bureau building as part
of a larger site for a low�income elderly hi-rise. Initial planning studies lead us
to believe that this proposed site overlooking the downtown area would provide the '_ --
amenities and neighborhood services desired by the elderly. _
By assembling a11 but one property on the block, the proposed site would be 1.8 acres.
If the density would be similar to previouslq constructed elderly hi�rises in Saint
Paul, the site would accommodate approximately 125 units.
Clearance activities necessary to make the sfte available would consist of the Traffic
Bureau building, two one-story commercial bui�dings and six residences. A bus line on
3'hird Street would immediately serve the site. A food n►arket and a large number of
additional co�ercial establishments are within a '� to 1-block area. There are also a
number of churches in the area that would serve the proposed elderlq residence, Existing
zoning is "C" Residential and Commercial; and all city utilities are available to service
the area.
Such items as subsoil conditions and possible building configuration must still be '
investigated. In addition, further discussions wfth federal officials and application
submissions to HUD must be undertaken. In order for the Authority to further study the
site and prepare information for federal review, a six month delay is requested in the
determination of the disposition of the Traffic Bureau building. If the site is then
determined by local and federal officials to be desirable for a low�income elderly hi-
rise, it would be necessary to donate the Traffic Bureau property and a vacated Dayton
Place to the Authority, As mentioned in a previous letter, because of AUD cost con-
straints the site could not be assembled without these properties being donated by the
C ity.
