execute Agreement between the City of Saint Paul and the Minnesota
Metropolitan State College, whereby the City will disburse fimds as a
part of its Grant Agreement frarn tlie United States Department of Labor
(Fmergency Employment Act of 1971 - Section 5) and in accordance with
