Gerry, you had asked me for information as to the parking that was removed on the south side of
Kellagg Blvd. in front of the Ramsey County Govemment West building.
As you aze aware, Kellogg Blvd. was reca�2structed last year as part of the street beautification
projects eniiiied "Wabasha West" This project was constructed after two years of design that
included inpnt from many stakeholders in Downtown SL Paul. As part of the design guidelines
used in the Keilogg reconstruction, stakeholders expressed a desire for: a) wider sidewalks,
b) bicycling availability, c) improved pedesttian facilities, d) improved traffic flow, particulazly
before and after events in the entertainment area surrounding the convenuon center and the Wild
azena, and e) betTer access io the Rice Park Area, the St. Paul Hotel and Landmark Center.
In order to meet design siandards a�d Lo accommodate as many of tha desires as possible, one of
the trade-offs that had to be accomplished was the removal of parking on one side of Kellogg
between Mazket and St. Peter. There were three primary reasons for this pazking removal: A) we
needed to maintain traffic lanes that were commensurate with the traffic volumes and the desire
to add bike use in a"share the road" metizodology, B) obtain a left tum lane at Market and
Kellogg from eastbound Keltogg Ya 4orehbound Mazket to improve access to Rice Pazk, and
C) to improve Rt3e trafhc fiflw from west to east from Sevemh St. to Mounds Blvd. Two
unobstructed through lanes in each direcuon was critical to provide good ingress and egress to
the RiverCentre and the Wild Arena azea.
As part of the design process, we met with Ramsey County officials to get their input. From an
engineering perspective, the south side pazking removal made the most sense.

It allowed us to maximize the amount of on-street parking on the north side of the street and
eliminated a very difficult jog in the road at Mazket St. During our meetings with the County,
they expressed some concern about customer service but understood and agreed that from an
engineering and safety perspective, there were no other options. While there aze no longer
pazking meters in front of ihe current West Building, there is on-street pazking available on the
south side of Kellogg both east and west of the West Building and on the north side of Kellogg
from Wabasha to Washington. We also added six spots on the south side of Kellogg by District
Energy. This means the project resulted in only five fewer spots. While I agree that pazking for
the West Building is not as convenient as it used to be, there are still opportunities in the azea for
short-term business at the parking meters and various parking ramps within a 3-block circle for
longer-term business.
In closing, Public Works has strived to maximize the design desires and minimize impacts. We
understand that everyone wishes to park outside their door; however in this case, it is just not
possible to accommodate that request. I can make two suggestions that may help to address
some concems: First, perhaps Ramsey County could explore the possibility of installing a public
pazking facility off of the Shepard Rd. azea for a minimal number of cazs as they have done for
elections. Second, meter enforcement could be enhanced to ensure that meter users are only
parking for the time limits posted. ,
