02-661council File # �.^� � (06� Presented By Referred to RESOLUTfON CITY OF SAINT PAUL, MINNESOTA Green Sheet # _110063 _ �S Committee: Date WHEREAS, the national Commission for the Accreditation of Parks and Recreation Agencies (CAPRA) offers an accreditation program consisting of 156 minimal standazds pertaining to the efficiency and effectiveness of a pazks and recreation organization; and 10 11 12 13 14 15 16 17 18 19 20 21 22 WHEREAS, CAPRA program standards provide a quantitative measure of operational practices which are desirable to provide adequate parks and recreation programs and services; and WHEREAS, conducting an agency's operations in accordance with standards can prevent many problems and lead to higl� quality services and programs; and WHEREAS, standards can be a dynamic force for positive change by stimulating pazks and recreation professionals and the corporate policy body toward better and safer services, programs and innovations; and WHEREAS, the cost o£the CAPRA program is estimated to be $6,000, which will be expended out of approved Division revenues on program registration and a site visitation including transportation. housing and meals for the CAPRA site visitation team; and WHEREAS, the Division of Parks and Recreation will receive both specific and comprehensive benefits from participating in the CAPRA program; and WHEREAS, the Saint Paul Parks and Recreation Commission at its meeting on June 12, 2002, passed Resolu6on #02-16 which "cuges the Council of the City of Saint Paul to authorize the Division of Parks and Recreation to commence participation in the Commission for the Accreditation of Parks and Recreation Agencies program"; now, therefore, 0 a-c•c.t 23 BE IT RESOLVED, that the Council of the City of Saint Paul hereby authorizes the 24 Division of Pazks and Recreation to commence participation in the Commission for the 25 Accreditation of Parks and Recreation Agencies program. The Division of Parks and Recreation has the opportunity to participate in the CAPRA program, which provides 156 quantitative measures of desirable operational practices the Division will seek to meet in order to achieve national accreditation. The Division hopes to achieve this accreditation by October, 2003. ADVANTAGESIFAPPROVED� Pariicipation in this program will prompt the Division to assess its current operational practices and improve those which do not match CAPRA standards. It will expose the Division to nationally recognized besi practices, leading to fewer operational problems and higher quafity service to the public.
