Lawrence L. Pribyl, d/b/a Muiler Pribyl Utiliries, Inc., is hereby suspended immediately for
failure to maintain a current bond required for licensure. Said suspension shall remain in effect
until such time as the licensee submits an appropriate bond and written notice of the lifting of
said suspension has been provided to the licensee by the Office of License, Inspections and
Environmental Protection.
This Resolution and the action taken above aze based upon the facts contained in the May

Please take notice that this matter has been set on the Consent Agenda for the Council
meeting scheduled for 3:30 p.m., Wednesday, July 24, 2002 in the City Council Chambers,
Third Floor, Saint Paul City Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents which will be
presented to the City Council for their consideration. This is an uncontested matter, in that the

Dear Mr. Pribyl:
The Office of License Inspections and Environmental Protection (LIEP) has
recommended adverse action against the above-referenced license. The basis for the
recommendation is as follows:
On April 10, 2002, a letter was sent to you by the Office of
LIEP advising you that the bond necessary for a sidefvalk
contractor's license in St. Paul had expired, and that you
needed to submit a new bond in the amount of $5,000.00 by
April 22, 2002. As of today's date, no information regarding a
current bond has been received.
The recommendation from the licensing office is for the immediate suspension of your
Sidewalk Contractor license until the required replacement bond has been submitted and
approved by the licensing office.
If you do not dispute the above facts, please send me a letter admitting that they are true.
The matter will then be scheduled for a hearing before the Saint Paul City Council to determine
what penalty, if any, is appropriate. You will have an opporiunity to appear before the Council
and make a statement on your own behalf. You may also submit the required bond immediately
to take care of this matter. Alternatively, if you are no longer in business or operating in the City
of Saint Paul, you wi11 need to send me a letter stating that fact.

If you wish to dispute the facts, you are entitled to an evidentiary hearing before an
administrative law judge. If you wish to have such a hearing, please send a letter stating that you
aze contesting the facts. You will then be sent a notice of hearing with the date, time and place
for the hearing, the name of the administrative law judge, and an explanation of the procedures.
Please let me know in writing no later than Monday, 7une 3, 2002, how you wish to
proceed. If you have not contacted me by Monday, June 3, 2002, I will assume that you are
not contesting the facts stated above. I will then schedule this matter for the St. Paul City
Council and have it placed on the Consent Agenda during which no public discussion is
allowed and the recommended penalty will be imposed.

Dear Licensee:
After reviewing your business license for Sidewalk Contractor £or the City of Saint
Paul, our office has detemuned that your bond has expired December 31, 2001. In
order to remove the hold that has been placed on your license, the following
requirement must be met:
Submit a Sidewalk Contractor bond in the amount of $5,000.00 for the period of
December 31, 2001 through December 31, 2002. The bond must have no lapse in
coverage. (Note: The bond expiration date must coincide with the license
expiration date of December 31, 2002 or be filed as continuous.)
You have until Monday, Apri122, 2002 to respond by submitting the required paper-
work. If there is no response by Monday, Apri122n this office will begin the adminis-
trative hearing process to suspend your license until all requirements aze met. You
have the opportunity to appeal the City's decision through Yhis proceeding.
