An ordinance amending Chapter 342 of the
Saint Paul Legislative Code entitled
"Second Hand Dealers" by providing for
the detailed record keeping and reporting
by second hand dealers o£ goods purchased
and their sellers to the Bureau of Police.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
SECTION I
That Chapter 342.07 of the Saint Paul Legislative Code is
hareby amended in striking and deleting the same in its eatirety
and inserting in lieu and in place thereof the following:
"Section 342.07. Records. It is the intent
of the provisions of t i�s section to provide for
such record keeping and reporting as is deemed
necessary to insure the orderly and complete
transition of title to items, mentioned herein,
as they are bonght or sold.
Every person, firm or corporation licensed
pursuant to the terms of this chapter shall keep
a book in which shall be clearly and legibly+
written, at th`e time of such purchase, an accurate
account or description, in the English language,
of the goods, articles , antiques or things gur-
chased; the amount of money paid therefor; the
date and time of the receipt of the same; the name
and address of the person selling same, and the
serial numbers and brand name of such goods , articles,
antiques or things. The book, as well as the items
mentioned herein that are bought by the licensee,
shall be kept at the licensee's usual place of business
and shall be open to inspection at all reasonable
times by the License Inspector or his representatives.
In addition, enery person, firm or corpora-
tion licensed hereunder shall complete and deliver
to the License Inspector, within three days after
a purchase of any items aforementioned� and on
such forms as he shall provide and in such manner
as he shall direct, a complete description of the

property purchased bq the licensee; a complete
physical description of the seller; the
seller's residence; the seller's driver's
license number, if he possess one; the amount
of the transaction; the date �nd time of the
transaction and any serial numbers or brand
naffies of the property purchased.
SECTION 2.
That a section to be designated 342.08 is hereby added to
the Saint Paul Legislative Cod• as follows :

in th�s chapter, purchased by any person, firm
or corporation licensed hereunder, shall be sold
by 0r be permitted to be removed from the place
of business of such licensee for a period of ten
days, after the aforemantioned for�s are eompleted
by the licensee, and shall have been delivered by
the licensee to the License Inspector as herein-
before required.
SECTION 3.
This ordinance shall take e�ffect and be in force thirty (30)
days froa and after its passage, approval and publication.
