WHER�AS, industry and municipal governments throughout
the nation have successfully implemented the four-day, 40-hour week
to improve employee efficiency; and
WHEREAS, the four-day, 40-hour week has been shown to
improve employee morale, reduce absenteeism, and i.ncrease productivity;
and
WHEREAS, the St. Paul Public Library finds that it can improve
the efficiency and reduce the cost of library service at the Sun Ray Branch
Library by rescheduling the hours of the personnel assigned to the Branch;
and
WHEREAS, efficiency would be improved and library cost would
be reduced usi.ng normal full-time staff and library aides while operating
at normal hours and elimi.nating the need of Substitute Technicians; and
WHEREAS, Section 9 A 3 of the Civil Service Rules pro�ides:
"To meet unusual conditions, and upon the request of the Department Head,
a different schedule may be established for particular groups of employees
with the approval of the Civil Service Commissioner and approval of the
Council by resolution"; �ow, therefore, be it
R�SOLVED, that the Council of the City of St, Pau1 does hereby
approve that personnel assigned to the Sun Ray Branch Library perform
their duties by working a four-day week, ten hours a day, during an

indefinite experimental period.
