Marshall City Clerk Room 386 City Hall St. Paul, Minnesota 55102 Dear Sir: This is written in response to the appeal by Arlington House, Inc. , to relax parking requirements on property located at Greenbrier and Cook Streets. This property is further described as: The west half of lot 11 and all of lot 10, Block 3, Arlington Hills Addition. This matter was heard at a public hearing of the Board of Zoning on December 2, 1971, at which time the staff report on file was read. The staff noted that there is not room on the lot for as many parking spaces as would be required without an appeal. Mr. Robert Balfanz, President of The Arlington House, described his organization and explained its operations. He said the boys who live in the home are between sixteen and eighteen years of age and do not own automobiles. He said they have permission to use the Arlington Hills Lutheran Church parking lot during the week and the staff has used it ever since permission was granted. Mr. Hobbs from the Ramsey County Welfare Department said Arlington House is really a foster care institution but had to get a rooming and boarding house license since there is no orphan asylum license and now they are subject to boarding house park- ing regulations. Several residents of the area appeared in opposition. One presented a petition signed by 15 persons opposing the appeal. He said the boys residing at Arlington House do seem to have cars, that the distance to the church parking lot is too great for it to be useful, and that any expansion of the facility would add to the problem. The Board heard a motion to recommond that the appeal be granted subject to a request to the operators of Arlington House, Inc. that they ask visitors, employees, and resi- dents to park in the church lot. The motion was seconded and in discussing the motion, it was argued that, rather than a rooming house, this is more of an orphanage for which there are no parking requirements. Dear Mayor and Members of the City Council: Arlington House, Inc. is a non-profit corporation which operates Arlington House, a residential opportunity center for teenage boys. Boys are referred to us by county welfare departments and other licensed child placement agencies. Most of our boys have been referred by the Ramsey County Welfare Department. Funding is furnished by individual contributions, foundations, and the Governor's Commission on Crime Prevention and Control. These funds supplement per-diem payments by referring agencies. We operate in a former church which we purchased in summer of 1970. The property is located at Greenbrier and Cook, and the legal description of the property is: "The West one half (W1/2) of Lot Eleven (11) and all of Lot Ten (10),Block Three (3), Arlington Hills Addition, Ramsey County, Minnesota. " We began operating on September 1, 1970 and are licensed by the State of Minnesota Commissioner of Public Welfare as a child care facility for 20 boys, ages twelve to twenty-one years. The appropriate city licensing was as a rooming and boarding house, and we are licensed to provide room and board for 20 boys. At least two professional staff inembers are on duty at all times, and we have permission from Arlington Hills Lutheran Church to use their parking lots for parking. They have two large lots nearby that are used primarily on Sunday mornings. Because of our limited need for offstreet parking and the arrangement we have made with Arlington Hills Lutheran Church, we respectfully request that a release of the offstreet parking requirements of Section 60. 23 of the Building Code be granted to our organization.
