1 WHEREAS, the Minnesota State Legislature has adopted and the Govemor h signed into law Chapter 397 which
2 provides for the financing of a new outdoor major league baseball paz m the Twin Ciries metropolitan area
3 (`Ballpazk AcY');
4 WHEREAS, the Ballpark Act authorizes cities in the metropolitan ea to participate in the financing of a baseball
5 park by, among other things, adopting retail sales tases on prepar d food and alcoholic beverages ("Local Tases")
6 if the voters in a city authorize the t�es in a referendum (`Ba azk Referendum"); and
7 WHEREAS, under the Ballpark Act (i) the rate of the
8 in the Ballpazk Referendum and (ii) the Local T�es e
9 NOW, THEREFORE, BE IT RESOLVED BY
�Taaces cannot be increased beyond the rate authorized
when bonds used to help finance the ballpark are paid.
PAUL CITY COUNCIL:
10 1. Ballnark Referendum. A Ballpark Referen on the question of whether the City should be authorized to
11 impose the Local Taxes as provided in the B lpazk Act in an amount not to exceed three percent (3%) shall be
12 submitted to the qualified electors of the Ci at a special election to be held on Tuesday, September 10, 2002. The
13 City Clerk, the Ramsey County Auditor d Election Bureau and such other City and Ramsey County officials as
14 appropriate, are directed and authorize to provide such no6ces, prepare ballots, and take such other actions as
15 required by law to conduct the Ballp Referendum. �
