Dear Sir:
This is written in response to the application of Antler Corporation for
a permit to install a 340-car parking lot to be used in conjunction with
a 225-unit apartment building on property located on the south side of
Wilson Avenue between Pederson and Tower Streets. This property is fur-
ther described by the legal description on file.
This matter was first heard at the November 18, 1971, Board of Zoning
public hearing, at which time the staff report was read.
Mr. Jack Hoeschler, attorney for the applicant, explained that the
question of rezoning the "A" Residential portion of their property was
not being considered now but they may consider that question later. He
said the permit application before the Board did not include the "A"
Residential property. He pointed out that. the land, as Commercial prop-
erty, could be used for shopping center expansion but that apartments
would provide a better buffer between the shopping center and the resi-
dential neighborhood.
Mr. Tom Van Housen, representing the applicant�s architect, displayed
drawings of the proposal and explained the parking lot plan.
Representing the opposition was Mr. Ray Le�nons, who noted traffic con-
gestion on Wilson Avenue and the concern for the safety of neighborhood
children. He suggested that the plans be studied further to see if
traffic from the parking lot could be diverted in some other direction
than to Wilson Av�nue.
Other residents of the area voiced concern over the traffic pattern,
as well.
Subsequently, the Board heard a motion to lay over the matter until the
next meeting. This motion was seconded and passed by a vote of 5 to 0.
Another motion was made to ask the Traffic Engineer to specifically study
Wilson Avenue to determine how to alleviate existing traffic conditions
on Wilson and those potential ones caused by the proposed development,
and to study various ingress and egress alternatives.

This matter was heard again at the November 18, 1971, Board of Zoning
public hearing, at which time a letter from the applicant addressed to
the Board chairman was read which requested the matter to be laid over
indefinitely.
Conanissioner Tedesco appeared stating that he was present on behalf of
the local citizens who should be given more consideration since proponents
are usually represented by professionals.
A letter from the Traffic Engineer was read which stated that the con-
struction of a parking lot in front of the apartment building would
reduce the demand for parking on Wilson Avenue.
Mr. Peterson, representing the Antler Corporation, said their meetings
with the residents have been productive but that they need more time to
work out the difficulties. He insisted they have been acting in good
faith and were not trying to sneak in a favorable decision that day but
were sincerely asking for a lay-over to work out problems.
Several residents agai� appeared in opposition. They. said they opposed
the entire apartment development and the granting of this permit but
emphasized their concern with traffic congestion.
The Board heard a motion to recommend denial since the parking lot is
not designed properly and wi11 cause traffic congestion. The motion
was seconded and carried by a vote of 5 to 0.

A. HISTORY: This property was rezoned to a Co�ercial Dietrict in 1953 for the
Sun-Ray Shopping Center. An appeal for the extenaion of use on Lots 8 through
15 along the south eide of Wileon Avenue wae granted in 1960 and extended to
May, 1965. On Septamber 28, 1971 the City Council granted informal approval
for this parking lot and development.
B. AREA ZONING: The Water Department property on the southwest corner of Wilson Avenue
and McKnight Road is zoned "A" Residence as are part of 8 lots along the south
side of Wilson Avenue. The area north of Wilaon Avenue is zoned "A" Residence.
The area to the south ie zoned Com�ercial.
C. DESIGN STANDARDS: The suhmitt�d plan �ets design atandarda except for the
driveway width at the property line. The applicant has been requested to make
the driveway width 26 feet and to inatall stop aigna for exiting traffic. ��

D. FRONTAGE AND AREA: The irregular-ehaped tract hae a frontage of approximately
750 feet along Wileon Avenue and an area of approximately 458,400 aquare feet

E. TRAFFIC ENGINEER: The Traffic Engineer recomnends the installation of stop signs
at the exits from the parking areas and 26-foot driveways as a condition of
his approval. �
F. SITE CONDITIONS: Grading and coastruction on the project have started as a result
of the informal approval granted by the City Council. The site is at bhe
grade of Wilson Aveaue and alightly higher than the ahopping center to the south.
