Marshall City Clerk Room 386 City Hall St. Paul, Minnesota 55102 Dear Sir: This is written in response to the application of Antler Corporation for a permit to install a 340-car parking lot to be used in conjunction with a 225-unit apartment building on property located on the south side of Wilson Avenue between Pederson and Tower Streets. This property is fur- ther described by the legal description on file. This matter was first heard at the November 18, 1971, Board of Zoning public hearing, at which time the staff report was read. Mr. Jack Hoeschler, attorney for the applicant, explained that the question of rezoning the "A" Residential portion of their property was not being considered now but they may consider that question later. He said the permit application before the Board did not include the "A" Residential property. He pointed out that. the land, as Commercial prop- erty, could be used for shopping center expansion but that apartments would provide a better buffer between the shopping center and the resi- dential neighborhood. Mr. Tom Van Housen, representing the applicant�s architect, displayed drawings of the proposal and explained the parking lot plan. Representing the opposition was Mr. Ray Le�nons, who noted traffic con- gestion on Wilson Avenue and the concern for the safety of neighborhood children. He suggested that the plans be studied further to see if traffic from the parking lot could be diverted in some other direction than to Wilson Av�nue. Other residents of the area voiced concern over the traffic pattern, as well. Subsequently, the Board heard a motion to lay over the matter until the next meeting. This motion was seconded and passed by a vote of 5 to 0.
