RESOLUTION HONORING THE MEMBERS OF THE DR. MARTIN LUTI�R KING, JR STREET
RENAMING LEGISLATIVE ADVISORY COMMITTEE FOR THEIR SERVICE TO
THE CITY OF SAINT PAUL
1 WHEREAS, on Dr. Martin Luther King, Jr. Day, January 21, 2002, the Mayor of Saint Paul announced his intention
2 to ha�e the City of Saint Paul name a street for Dr. King; and
3 WHEREAS, following the announcement there were numerous proposals for streets to be named for Dr King, the
4 Saint Paul City Council established the Dr. Martin Luther King, Jr. Street Renaming Legislative Advisory
5 Committee on March 13, 2002 to make recommendations regarding which street should be renamed to honor Dr.
6 King; and
7 WHEREAS, legislative advisory committees perform an invaluable function by providing the City Council with
8 feedback and recommendations regarding important, sometimes controversial issues and provide opportunities for
9 talented and interested individuals to contribute meaningfully to the City of Saint Paul; and
10 WHEREAS, this committee is made up of nine members, four of whom were nominated by the Mayor, three by
11 the City Council, one by the Heritage Preservation Commission and one by the Planning Commission; and
12 WHEREAS, the Legislative Advisory Committee has met eleven times, four of which have been public meetings,
13 and has examined scores of documents and listened to dozens experts and members ofthe general public about the
14 issue of renaming a street for Dr Martin Luther King; and
15 WHEREAS, the attendance and participation of committee members has been excellent and their enthusiasm for
16 this project has been unrelenting; and
17 WHEREAS, the Legislative Advisory Committee provides its final reportto the Saint Paul City Council, today, July
18 10, 2002; and
19 WHEREAS, the Saint Paul City Council believes it is vitally important to recognize the service and contributions
20 made by individuals who serve without financial compensation as members oflegislative advisory committees; now
21 therefore be it
22 RESOLVED, that the Saint Paul City Council honors and thanks the Rev. Bob Battle (chair), Kerri Allen, Art
23 Blake, Ann Briseno, Charles McDonald, Matthew Mejia, Ed Robertson, Shari Taylor Wilsey, and Toua Xiong for
24 their dedicated service and outstanding contributions to the City of Saint Paul through their participation on the Dr. Martin
25 Luther King, Jr. Legislative Advisory Committee.

Introduction
The Dr. Martin Luther King Street Renaming Legisiative Advisory Committee was formed on
March 13, 2002 to identify three options for s�eets which could be renamed in honor of Dr.
King. In developing its recommendations, the Committee was directed by the City Council to
consider the following critena:'
❑ Historic significance of the existing street name;
❑ Street must have proper significance and prominence wnich reflects the
nnportance of Dr. King's work and life;
❑ Costs associated with street's renaming;
❑ Testunony provided at the Mazch 6, 2002 City Council pubiic hearing regazding
the proposal to rename a street for Dr King; and
❑ Input from neighborhood residents and businesses affected by the street renaming.

The nine-member Legislative Advisory Committee is composed of four members nominated by
the Mayor, three members nominated by the City Council, one from the Heritage Preservation
Commission and one from the Planning Commission: Starting on Apri125, 2002, the committee
met eleven times, including four pubiic heazings. Meeting attendance was excellent. The
Committee examined scores of documents and listened to dozens of experts and members of the
general public.
The Committee's activities have included:

A presentation from Amy Spong regarding the Heritage Preservation Commission
review process for street nazne changes;
A review of the legislative process for making official street name changes
A review of the historic significance of existing names of streets that were
considered by the Committee;
❑ A review of conespondence received by the City Council and Mayor's Office
from constituents conceming the street name change;
❑ A review of the testimony provided at the March 6, 2002 City Council public
hearing regarding the renaming process; and
❑ Four public hearings held at:

The remainder of ttus report will summarize the legislative steps necessary for renaming a street,
present the three options recommended by the committee and detail how each opfion meets the
criteria estabiished by the Councii. The three streets the Committee is recommending to the
Council aze:

Necessary Steps for Renaming a Street
Prior to the discussion of the recommended options, it is important to brietly mention the legai
requirements found in City Code for renaming a street in Saint Paul. According to Lisa Vieth,
Assistant City Attorney, the Code is relatively quiet on street renaming, however, it does provide
that any name change of an existing street is subject to Council approval [Leg. Code section
� 67.501 (i)]. A resolution is all that is needed for approval. The resolution should inciude the old
name, definition of the street and the new name. It shouid also include a provision directing the
Departmem of Public Works to effect the name change in the name of the street by updating
signs and o�cial maps. There is no requirement for a public hearing regarding the name change,
but the Council is free to cail one.
If the street being changed has had the same name for more than 5Q yeazs, the Heritage
Preservation Commission (HPC) must review and comment on the name change [Leg. Code
section 73.06 (x}]. Two of the three streets have been named for 50 yeazs or longer, Cedaz Street
and Marshall Avenue. The review does not require a public hearing and will be based on the
foliowing criteria:
1) The relationship of both the existing and proposed names to City's cultural,
social, economic, and political history;
2) The sagnificance of both the existing and proposed names and their relationship to
the location and prominence of the street; and
3) The representation of both the existing and proposed names in the names of the
� other places, buildings, and objects in Saint Pau1.
The HPC review and comment process is not binding on the Council. Ifthe HPC, rejects the
street chosen for renaming, the Council may approve it anyway.
It should also be noted that two of the three streets (Cedaz St. and Consritution Ave.) fall within
the Capitol Area Planning District which is under the jurisdiction of Capitol Area Architectural
and Planning Boazd (CAAPB). CAAPB has authority over any new development in the
pianning district, however, the Board does not have jurisdiction over the street names which are
within the district's boundaries. However, the CAAPB has requested that if the City of Saint
Paul chooses a street within the planning district, that the Board have the opportunity to review
and comment on the choice.
Recommendations
The three streets recommended by the Committee meet the criteria established by the Council
and each would be an excellent tribute to Dr. King's life and work. While each has tremendous
significance, the streets chosen offer the Council three distinct choices. Cedar Street is a
� prominent downtown conidor which also passes through the Capitol Complex and a small
residential community on its north end. Constitution Avenue is a short street which passes by
significant public buildings, such as the State Capitol and the Minnesota Judicial Center.
Finally, Marshali Avenue is a long east-west arteriai neighborhood street which connects Saint
Paul to Minneapolis and has a combination of commercial and residential addresses.
The streets were selected by the Committee without ranking them by preference. Therefore, we
have listed the recommendations here in a2phabetical order. In this section of the report, we will
detail the location, history, the number of commercial and residential addresses, the costs to the
City of changing the street name, a description of the street and an explanation of why it was
selected.
A special comment about costs shouid be made here. While the committee recognizes there will
be private costs associated with changing an existing sireet name, such as changing stationary,
business cards, etc., we do not caiculate ihose costs in this report. After reseazching the issue, the
Committee realized it was neazly impossible to accurately calculate the costs borne by residents
and businesses along the street being changed. In this report, however, we do list the number of

� residenfial and commercial addresses along each stteet to give the Council an idea of the scale of
impact the name change will have.
Cedar Street
Wards: One and Two
Distance: 5000 feet
Number ofAddresses: 129 Businesses, 106 Residences
Cost to City: $4,525
History of Existing Street Name: Named in 1849, Cedaz Street is one of the original 14 streets to
be in existence when Saint Paul was founded. It was so called because of the. red cedazs on the
Mississippi River bluff that were found at the south end of the street 4 Because the street is older
than 50 yeazs old, HPC review and comment is required if the street is selected.
Description: Cedar Street begins running south at Como Avenue in a small residential area in the
Capitol Heights neighborhood. It then passes through the Capitol complex and into the heart of
� downtown Saint Paul. Street passes some of the most significant public buildings and spaces in
Minnesota including the State Capitol, Cass Gilbert Pazk, Minnesota Justice Center, the Capitoi
Mail and the Minnesota Armory. Once downtown, Cedar Street is one of the main thorou�hfares
through the City's business district. On or adjacent to the street is Minnesota Public Radio
headquarters, the Pioneer Press building, the Piper Jaffiy Tower, the Norwest Bank building and
the Minnesota Building. Also on the street downtown aze important civic and religious
institutions such as St Louis Catholic Church, Central Presbyterian Church and the Don
Juenemann Public Health Building. Finally Cedar ends at Keliogg Blvd on the bluff above the
Mississippi River.
Reason for Setection: Cedar Street was chosen for a number of reasons. First, the street itseif is
dignified. The Cominittee consistently expressed a desire throughout this process to select
streets which were scenic, safe and evoked a sense of pride. Committee members felt that too

� often other municipaliries had selected streets to rename for Dr. King wiuch were in blighted and
economically depressed neighborhoods. T'hey do not want to repeat the same mistake in Saint
Paul. Second, Cedar Street passes fhrough significant governmental and private offices. These
interests represent aspects of our society which Dr. King struggled in his life to change for the
better. Their presence on the street is reminder of the significant progress has been made in the
azea of civil rights and that there is still much progress to be made. Third, the street has city-
wide and regional significance. Members of the committee have repeatedly expressed the belief
that Dr. King is not a hero for just one group of Americans but for all Americans. A street
located downtown Saint Paul will not be viewed as the properiy of any particular group or
neighborhood. Finally, a number of committee members were very enthusiastic about the
symbolism of having the new King Street end at Kellogg Boulevard. The crossroads would
intersect two streets names a8er Nobel Peace Prize recipients on the bluff of the country's most
famous river. Kellogg Blvd is named after Frank B. Kellogg, a former U.S. Secretazy of State
who received the I3obe1 Peace Prize in 1929 for his role in the negotiations of the Kellogg-Briand
Pact 5
Qther Considerations: This street has by the far the greatest number of commercial
establishments and employees of any street recommended. In the future the street may home to a
light rail line between Minneapolis and Saint Pau1.

Historic Signifzcance of Existing Name: Constitution Avenue was originally two streets, Pazk
Street and Central Avenue and were renamed in 1987 in honor of the U.S. Constitution's
bicentennial. The name change was originally proposed by the Minnesota Society of the Sons of
S The Ke1(ogg-Briand Pact, signed on August 27, 1928, was a multi-Iateral agreement �vhich sought to
settte atl conflicts among ihe 62 ratifying countries that might arise among them by only peaceful means and that
war was to be renounced as an instrument of nationai policy.

� the American Revolurion. The proposai had the support by Mayor Latimer and five out of seven
Councilmembers. On Mazch 30, 1987, Chief 3ustice Warren Burger attended a ceremony to
officially renazne the street.
Description: Constitution runs south of University and loops azound the Capitol Complex past
the south side of the Miunesota Judicial Center and ends at Robert Street. The avenue is
completely within the grounds of the Capitol Grounds Addition and the State of Minnesota owns
all of the land abutting the street. Some of the state's most important public buildings have
Constitution Avenue as their address, including the State Capitol, the State Office Building and
the Minnesota Judicial Center.
Reason for Selection: Renaming Constitution Avenue would place Ar. King's name in one of
the most significant locations in Minnesota, the Capitol Mall. The street would serve as the
primary address for a11 three branches of state government. Furthermore, renaming a street on
the Capitol Mall would have a impact statewide, not just within the City of Saint Paul. The mall
is visited by tourists, schoolchildren and protestors from around the state and all of these people
would encounter the street renamed for Dr. King. Also, unlike the other two streets
recommended, the committee did not receive any negative feedback regazding the selectlon of
Constitution Avenue, either from the general public or from the Sons of the American
Revolution.
� Diher Considerations: Since all the properry abutting Constitution is state owned, the Minnesota
State Government would bear 100 percent of the private cost associated with changing the street
address.
Marshall Avenue
Wards: One and Four
Distance: 4 2/3 miles or 25,000 feet
Number ofAddresses: 96 Businesses and 1638 Residences

Histary of Existing Street Name: Marshall Avenue is named after William R Marshall, a former
Govemor of Minnesota (1866-1870) and founder of the Saint Paul Press. He also dabbled in real
estate and was one of the developers of the street when it was created in 1855. His life has been
described as a"swinging...see-saw of fate -- a good many times up and a good many times
down. He also has a county named after him in Minnesota. Because the street is older than 50
yeazs old, HPC review and comment is required if this street is selected.
Description: Mazshall Avenue is one of the main east-west arterial streets in the westem half of
Saint Paul. The street begins at 3ohn Ireland Boulevazd, by the Cathedral of Saint Paul and ends
at the Lake Street Bridge. Because of the bridge, Marshali serves as an important gateway to the
City of Minneapolis. Despite being home to numerous, mostly small, businesses, the vast
majority of the addresses on the street aze residential. The street also passes through the one of
Saint Paul's traditional black neighborhoods and is only three blocks south of the old Rondo
Avenue.' There aze numerous landmarks and buildings of importance along the street including:
the Saint Paul Technical College, Martin Luther King Center, Central High School, Dumiiug
Field, and the already mentioned Lake Street Bridge.
Reason for Selection: Marshaii Avenue, out of the three streets recommended, received the most
� passionate support from community membars at the committee's public meetings. Its proxitnity
to one of the City's oldest black neighborhoods and its significance as an important
neighborhood street, were the primary reason it was selected. Many of Mazshall Avenue's
supporters stated that naming the street would be an important symbol for youth in the
community. Some supporters also said that it was neighborhood street was a more appropriate
way to honor than one downtown because much of Dr. King's work involved grass root activity
in neighborhoods. Some committee members felt, however, that renaming Mazshall Avenue for
Dr. King could be an obstacle for those in other parts of the City from taking ownership and
pride in the new name. This, the critics azgued, would not be the case if the street being renamed
was in the Capitol complex or downtown. The committee also feit that selecting Marshall
Avenue may encourage the City of Minneapolis to take similaz action and rename Lake Street for
Dr. King.
Other Considerations: Marshall Avenue by fat is the longest and costiiest of any street selected.

St. Paul, MN — Citing the history, cost, confusion and logistics of re-naming University
Avenue in honor of Dr. Martin Luther King, 7r., the IvTidway Chamber of Commerce
today announced support for Mayor Keily's proposal to re-name Cedar Street in
downtown St, Paul.
According to Colleen Hartmon Bollam, Chair ofthe Board, the Midway Chamber
agrees that Cedar would be a better street for honoring Dr. King than University Avenue.
"Our members, which include 600 businesses in the Midway and more than 1361ocated
on University Avenue, support renaming a street to honor Dr. King, but recommend a
street that does not cross through multiple cities," said Bollom. "Cedar Street is our
preferred location because of its connection to the State Capitol and visibility in the heart
of St. Paul. Designating a downtown street in honor of Dr. King sends a signal that Dr,
King's importance is not limited to a historically African American neighborhood, but to
our entire community. Downtown is for all of St. Paul," she added.
Several Chamber members have also expressed concern about the confusion and
logistics of re-naming University Avenue because it continues into Minneapolis and other

the costs to businesses of changing the address would be considerable. Finally, the
Chamber noted that the name University Avenue reflects the presence of Hamline
University, Concordia University, the University of St. Thomas and the University of
Minnesota, while Cedar doesn't reflect on any particulaz institution or geographic point
of interest.
The Midway Chamber of Commerce represents 600 members in ihe area from the city
limits on the west to the state capitol on the east along I 94. The Chamber's mission is
building a stronger IvTidway through economic development, worl�orce development and
serving the needs of inembers. The Chamber was founded in 1919.

The Midway Chamber does not support re-naming University Avenue in
honor of Dr. King and prefers Mayor Kelly's proposal to re-name Cedar
Street downtown, although we are open to other ideas as well.
• Businesses along University Avenue have a strong historical attachment
to the name. Many businesses have been on the Avenue for more than
one generation.
• University has been the centerpiece of the Midway for well over 100
years. In 1890 the Interurban Street Car line was built on University to
connect the two cities.
• Changing University Avenue would impact well over 1,500 businesses
� whereas Cedar has far fewer addresses.
• Re-naming University would cause confusion. University Avenue
connects with Minneapolis and a number of other cities.
o The name University Avenue reflects the presence of the University of
Minnesota and other universities, in fact the street was named for
Hamline University which was the first University in Minnesota when it
was established in 1854
• Cedar is a highly visible street, is in the center of St. Paul, and has
visibility on the bridge over I94, thus providing a focal point for

Avenue.
I have the utmost respect and regard for Dr. King, but don't feel that
re-naming an appropriately named, major thoroughfare in any way enhances
our memory of him or what he accomplished. There are many other ways to
honor his name that would serve him and us better, and I urge you to pursue
them.

Re-Naming University Avenue
I am unable to attend the City Council Chambers meeting tomorrow night
regazding Re-Nam'sng LTniversity Avenue.
I am in total agreement with the Iv�idway Chamber of Commerce that University
Avenue should remain University Ave for the reasons stated.
Our business is located one block off of University Avernie, giving truckers
instruction to our business for pick up would be a nightmare! They have a
hard enough time finding us using a map!
i3niversity Avenue is a Major street in both cities and re-naming it would
not only cause con£usion but would also cost the TAX PAYERS and businesses
a HUGH aznount of money. How many street signs, freeway urtersecrions and
maps will need to be redone? I am not in favor of spending non-eacisting
funds for this project.
• I do support Dr. Martin Luther King principals; the less invasive tribute
to him will be re-nanung CEDAR Ave in downtown St. Paul.

roadway to honor Dr. Martin Luther King with his name. f wou{d like to offe; the folfawing
suggestion.
� I grew up in St.Paul on 01d Hudson Road in the 40s and 50s. In the ear{y 60s as
construction was beginning ior Interstate 94 between 9he Twin City Downtowns PonBo
A�enue was chosen to 6e the route for this roadway.
Rondo A�✓enue had bsen home to the Qfack Community and the poor of St.P�ui 3or
several generations. As i drive that road today, I can't help but remember it as Rondo. To
me it wouid make periect sense to name that portlon of interstate 34 from the Staie Capital
tc highway 280 as Dr. Martin Luther King Highway.

('ve been giving some thought fo your proposai that Cedar St. be renamed for Qr.
Mas �in Luther K+.ng, dr. While I'm sure your heart is in 4he right p{ace, { faar that the
name change woufd upset the preservationists, �vho wouid fike to keep one of the oldest
street names unchanged. Aiso, fhere are many businesses on Cedar who would have
to ch�nge thsir stationery, not to men;ion all the maps. Tnen there is fhe cost of
changing fhe street signs.
i would like 40 offer my humble opinion. The "Phalen Corridor" has yet to be buift.
7h� signs haven't even been �rdered yet. Perhaps we could name that avenue "Dr.
tvlast�n Luther King Drive". 7his may sway the Governor to go ahead with the funding, of
which he is currently opposed. Aiso, 1 think this construction better exemplifies the
ways of Dr. King. Fie was a champion ofi the poar, the uplifter ofi the down�rodden. The
corridor is planned to go right fnrough the heart ofi the Easf Side, bringing new
businesses (Cub Foods!) and apartment complexes in. What be�fer way to honcr a real
hero, then fo name our ovrn progressive movement a`ter him? After af(, we have ramed
a lake and a park after "Phalen", which was prabably spelled "Phelen", according to
some accounts.

I believs that the s�reet sh�uld be in ciie heart of the
community, have a rich history, be predominantly resid2ntial,
and create the leas� amount of expense as possi�ie in �he
change-over. rt also should have been tne resid2nce of scs;e.
of the ci�y's prominent black citizens.
I beiieve Central Avenue 4s uniqueiy suited for this
honor. Fixst of all it is cantained in the community. It
runs from 4vesLern A�enue to Dunlap which is roughly a mile
and a half and bisects tne center of the communi�y. It has
a rich religous history an6 at one time had a larqe number
of churches includir.a Mount 0livet Baptist, St.3ames
African-Methodist, Pilgrim Bap�ist, a Universal Bapt;st. St.
Peter Claver Catholic and others. ?t also oras the ;irst home
of the St. Paul TJrban Lea_que on Centraw and DaSe St. in i923.
It faced the first major playground for �he biack commur,ity
which was knoorn as The I?ollow Playground be't*aeen Central and
St Anthony a�,d Kent St. The street also has �:�xfield School
which is one of �he black community's oldest e'�ementa.ry schoo2s.
St was also a street whicn had a great deai of prsde in its
existence with houses and yards well kept and properby well
preserv2d. Families included, Dr. Hill, Sue Williams, Cha'rle
Logers, The Gambols, the Benrers, the Salters, the Blacks, �he
Ralph Jones, �he Donald Smith family, the Hilyazds, the Coopers,
the Ra.lph Grahams, the Fattersor.s, the Bobby Andersons,the
Gallox�ays an� the Martin Weddingtons.
The street was recently paved and is in gocd condition
and I believe the current residents would weicame tha honor
and it couid be done with z minimal cost to all concerned. I

appears to be an even worse option. Likewise, the not-yet-compteted Phaten Corridor
should remain just that as it reflects the neigl�borhood and destinatien it serves.
Renaming lacal streets seems more approgr,'ate to recognize lacal St Paul people or
events that have contributed to the fabric and structure of what St. Paul is today.

Street, the nation already has a�artin Luther King Jr. holiday, and we cetebrate the

I think it is an excellent idea to rename a street after the
late gre�. MLK butI agreee with Proneer Press tolumnist
Coleman's artide on Feb 21 that Cedar Street is not prominent
enough. In fact no downtown street, bartin9 Keliogg or 7th St.
� has enough visibility. My first choice (aiong with the
columinsts!) would be University Avenue. In the East Bay area
of Northem California where I spent a number of years MLK way
connects Oak!and and Berketey - utifying 2 diverse urban
areas. Choosing such a vital vein as University for renaming
seems in keepin9 with the civil rights struggle to whicfi MLK
devoted his (ife. The rich, vibrant diversity of business
owners and patrons on Univers;ty Avenue reaches for MIKs dream
of a nation where al! races ge: a4ong.
Another idea would be to name the "not a freeway" section of 35
6ahveen the river and the downtown.
There is �o douht that MLK is worthy of honoring - let's look
for a road that is highly visible and cutr avoss neariy afi of
our fair city so that St. Paulite's can make a true statement.

Casivalle Bullard (1873-1958), originally from Memphis. Was stone mason and brick layer who

I have the solution to the problem. I suggest you rename
St. Anthony Avenue. Why?
First} It is a long visible street with seveca4 prominent
� in[ersections (Sneiling, Lexington, Dale)and would 6e a fitting
tribute to a symbol of American unity;
Second) It traverses the traditional African-American
neighborhood of St. Paul, the Rondo neighborhood, which today
is multi-ethnic wiin gentri��ed homes and recent immigran[
businesses;
Third) The address disrupfion woufd be minmimaf. Although St.
Antho�y is mifes long, it is a frontage road with addrzsses on
one side only. And most of these are private residences with
few commercial inplicaUOns; and
Fourth) Although St. Anthony Avenue was named after an
historical route to our Twin City to the west, even they have
abandoned Yneir traditional name. Furthermore, we need not
provide advertisement and direction to "the Other Ciry".
I also suggest a tributeJmonument to Dc K�ng vaould fit in
niceiy to any open space around Tiger Jac(c Roseablum's old
store at the Daie and ST. Anthony site.

Why not propose to the State or Federai government that the
portion of Interstate 94 that passes through St. Paul and
Minneapolis carry a dual designation as the Dr. Martin Luther
King Jr. Memorial Freeway. I see at ieast five positive thin9s

1. Tt avoid the potential for confusion if and when
Minneapolis renames a street in Cr. King's honor. We aiready
have hvo Grand Avenues and (I think) two Sneiling Avenues.
2. 'Ihe road runs through the o!d Rondo neighborhood.
3. l'he road woufd be seen by more people, even those who are
just passing through the metro area.
4. This dual designation would not require anyone to change
their address.

The one thing no one is looking at is the cost to do either street but University would be very costly to chan�e over. Think of
all the new street signs, address signs on businesses, business cards that wouid have to be re-printed, company letterhead ar.d

There would be the same problem with re-naming Cedar but not to the extent In a pexfect world it should wait until a new

Hi! I work downtown at Minnesota Life. I heard about your
pian to rename Cedar Street to MLK. I think that is a great
idea. Cedar is in the heart of downtown, making it a prominent

I no longer live in St. Paul. I stayed long enough to vote for
you, and moved Nov. 28th, i miss the city and plan on moving
back within a year or two. �
I wouidn't support changing Cedar Street to MLK Street, and
University Ave. is becoming primarily Asian. To me the logical
choice would be Seiby Ave. This street goes through a
neighborhood that was predominateiy black, and has seen
tremendous growth in the past severaf years. I can't imagine

I received your notice about the meeting to consider cfianging the name from
University Avenue aRer Martin Luther King. As a small business and
property owner I personaliy feel that it wouid be inappropriate to rename a
street of such length and significance. There is a lot of history which
would be eventualiy lost. I[ is a major reference point to many of our
citizens and visitors from other areas.

communities. We already honor Dr. King with a national holiday that allows
most residents to reflect on all that he has done for us. What more do we

As life long EastSiders, my husband and I were very pleased to
have you become our mayor. However, we must voice our
dispieasure regarding the proposal of renaming Cedar Street in
downtown St Paui MLK avenue.
Sir, if we are to change our main street to honor a fi9ure that
may deserve such, perhaps it should be Pigs Eye Parrant
Avenue. If we are to rename one of downtown St Paul's main
streets, then let us pick a name with meaning for all St
Paulites, not just a select few that happen to ft a political
agenda.
Thank you for your attention to this matter. It may also be of
interest for you to know that on the Pioneer Press website
there is a vote going on. Right now the proposed name change
is losing 2 to 1.

I am in total agreement with the Midway Chamber oF Commerce that University
Avenue should remain llniversity Ave for Yhe reasons stated.
Our business is located one block off of University qvenue, giving truckers
instruction to our business for pick up would be a nightmare! They have a
hard enough time finding us using a map!
University Avenue is a Major street in both cities and re-naming it would
not only cause confusion but wou�d aiso cost the TAX PAYERS and businesses
a HUGH amount of money. How many street signs, freeway intersectlons and
maps will need to be redone? I am not in favor of spending non-existing
funds for this project.
I do support Dr. Martin Luther King printipals; the less invasive tribute
to him will be re-naming CEDAR Ave in downtown St. Paul.

I doubt if the black population of St. Paul requesTed this. We
honor Martin Luther King every year on his birthday and during
Biack History Month. It would not serve anybody to change the
name of Cedar Street. It would just cause confusion.
I zlso request that you not use public money to builtl a
baseball stadium in St. Paul. Let the owner of the team build
the stadwm. I am a 62 year oId woman who barely ekes out a
living as it is. I don't want to help subsidize a sport in

Cedar Street
Cedar Street has been around as long as any street in St.
� Paui. If you look at the books taiking about the history of
St. Paul - Cedar is in there. If you look at oId newspapers as
I have going as far back as St. Paul began, iYs there. It
would be a gross mistake to rename thaY street. As would St.
Peter and Wabasha & Robert & Minnesota.
In the Winter Carnival record I believe it is both Wabasha &
Robert Streetr that are mentioned, so those are out oP
contention for renaming.

You wiil and are inFlaming a city in the worst way. Just
because every other city in the country may have a MLK Street,
doesn't mean it is right For St. Paul, at least until there is
a new street to name.
As MlK paved the way to new thinking in our country, it should
wait until a new street comes along to become a street name
here in St. Paul. And if people will continue cailing it by
itr oitl name as I wouid, he wouid not be getting the
recognition that he should be getting if you waited for another
street to be buiit.
There have been alot of inemories to St. Paulites on �edar
Street over the years that you would be balking at St. Paul's
heritage to try to appease just one segment of the population?
Md I don't know that they would be very happy about the change.
Are you from St. Paul? If so why wouid you even think of such
an idea? After looking at your page it does look like you are
from St. Paul. I hope you rethink your idea on this one. I
would not be caliing Cedar St. MLK Street if it was renamed,
and neither would anyone eise I know. That is not to say I
don't believe a street shouldn't be named aRer him, but you
are going after the wrong one.

We appreciate the council calfing this pubiic hearing and for taking interest in possibly
choosing a street that would most apprapriately honor Dr. King's work. But, it would

based organizations if we are aflowed to continue a process already i� progress, and
to also he recognized as "the process" sanctioned by you, fhat wil! be utilized in an

There were approxvnately 2 dozen people at the February 2 P` meeting. They ranged from
otganizational representatives such as the NAACP to residents that live in and around the
community to organizational reprasentatives such as the University Avenue Business
Associafion
Johnny Howazd opened the meeting by erplaining to the attendees that Mayor Kelly and
Mayor Rybeck had announced at the King Celebration the establishment of a street m each
city named after Martin Luther ICing, Jc Since that time Mayor Keily has promoted Cedar
Avenue as the possible street and the meeting being cailed by the Thomas Dale Block
Ctubs is the sfart of a process to hear &om various communities regarding potential sKeets
for the name change. Johnny indicated that the block clubs were not looking for a
decision at the meeting, but just general discussion about potential locations for a street.
The first person to speal: was Nick Khatib from the St. Paut Branch of the NAACP. He
thanl:ed Johnny for getting a process started. He stated that University Avenue would be
a wonderful choice but felt the African American community historically had not had a
strong connection tivith University. He then recommended that the group consider I-94
being renamed in honor of Dr. King. He indicated that there would be Iess controversy
associated rvith this name change and it could be used as a strong connection behveea the
Minneapolis community and St. Paul community, as tvell as other east and west meho
communities.
Steve Trunble (former Legislator) spoke. He recommended Dale Street because it was an
important thorough way. It runs through the county and it connects with historical Black
landmarks such as Pilgrun Baptist Church, Mt. O(ivet Baptist Church, the Martin Luther
King Center, Tiger Jacks Store and the former Rondo Community.
Ellen Waiter &om the Midway Chamber of Commerce spoke. She recommended I-94.
She felt it would have a greater impact. It tivould be much easier on the businesses who
would have many concerns abovi associated costs like stationary, eia She indicated that
many of the businesses had an emotionat attachment the stree[ and wouid not want to see
it changed.
A resident �cho lived outside the unmediate area spoke. She indicated that her mother
once lived in the area on University. Her family still has strong Yies to the University and
does not wani to see the University Avenue name changed.

A business ot4z�er on Universiky for 42 yeazs spoke and indicated he wanted University to
stay and maybe the new stadium could be named after Martin Luther King.
Martin Wedington, a member of the Aurora St. Anihony block clubs spoke and suggested
the &eecsay would be a good choice because it would be somewhat of a redamption for
the destruction of the Rondo community to create the freeway's existence.
Shannon Stagger, a community resident spoke in favor of U�iversity. She felt that Cedar
was a token move and I-94 u a bigger statement and would have a bigger impact buf
would not have the social and intimate connection that University would bring.
Lester Collins from the Councfl on Black Minnesotan's suggested that whatever street is
named after Martin Luther King needs to be unifying. He applauded the Mayor for his
follow-through but was disappointed that [he Mayor did not solicit suggestions or
feedback before suggesiing Cedar Avenue. He felt the most important things ��•ere Yo
have a process so that the community could voice their concems.
Robert McClain Gom the Frogtot�m Empb}vtent Cen2er spoke in support of University
Avenue and stated that Martin Luther King stood for sacrifice and cosf should not be an
issue for businesses along University.
Rev. Spence, a pastor at one of the local churches spoke ut favor ofUniversiry Avenue.
He apposed the freeway.
Rev. Kemp, a local pastor in the area with the largest youih congregation discussed the
issue with his members and most supported Universiri Avenue and he was conveying their
endorsement of the street.
The meeting ended �vith a list of suggestions bein� repoRed by Johnny Howazd. They
were:
I-94, Dale Street, University, the stadium, don't changa at all, and mat:e sure this stceet is

There are two streets in front of the State Capitol Building. Aurora Avenue is directly
in front and is used primarily for parking. Cedar Street, Central Avenue and Park Avenue
form a horseshoe shape around the CapitoI.
The area around the Capitol, particularly the horseshoe shape, also abuts University.
� The signs declaring "Martin Luther King Blvd" would clearly be visible to traffic
on L7niversity. Signs could also be piaced at the other intersections, (marked with X.)
Buf University would have the most traffic, both pedestrian and auto.
Also, railies are usually heId on the steps of the Capitol. The media would always
refer to Martin Luther King Blvd. The Taste of Minnesota is held there, again
attention focused on the new street.

The problem with renaming a main street is businesses, homes, etc have to change
letterhead, envelopes and business cards. Or you could end up like West 7"' Street,
which was changed to Fort Road years ago, but is still calied West 7` Street. If you
keep Cedar Street signs in place, put up new ones above the existin� siQns saying
"Martin Luther King Blvd" it will always be Cedar Street.
Just an idea that might be easier on the citizens involved if their street is renamed.
I couldn't find info on the committee studying this proposal, please share my idea
with them.
