Tuesday, January 11, 1972

The minutes of the December 14, 1971 meeting were approved as
amended.
A discussion was had with Ed Eberhardt concerning the room
scheduling and parking problems at the Bureau of Health. It
was agreed that the Board would continue to meet on the second
and fourth Wednesday afternoon of each month as had been done
previously.

SUF�JLC'I' : Letter dated October 1, 1970 from the St. Paul Bureau
of llca.lth to 1�nthony Orlando, 110 Charles, citing Housing Code
viola�ions at 112 Charles.
AF'P1:1�R11NC�S : None.
PROC��DINGS : Mr. Anderson said he had talked to Mr. Pinke on
Monday, January 10 . Mr. Pinke had indicated that he no longer
had power of attorney for Mr. Orlando and that he knew nothing
more than he did the last time he was before the Board except
that Mr. Orlando had obtained another attorney.
Mr. Staffenson said the property is now standing open and vacant
and could present a problem because of that.
ACTION : Motion by Voigt to dismiss the appeal.
Seconded by Grove.
TIIE VOTE : Ayes : Tieso, Grove, Kamin, Peake, Voigt. Nayes :
none . Abstentions : none. Motion carried five (5) to zero (0) .
Mr. Anderson was asked to obtain the name of Mr. Orlando's new
attorney for Mr. Staffenson.

PRIOR HEARING: October 13, 1971.
5UBJECT : Phalen Area N. I.P. inspection report dated September
30 , 1971.
SYNOPSIS : The applicant is owner-occupant of a dwelling at 685
Jenks Avenue of St. Paul. Mrs. Barry lives with her mother who
is 71 years old. Her mother is semi-invalid. Mrs. Barry claims
that she and her mother do not need any assistance from the
Phalen Area N. I .P. She stated they can manage by themselves.
PROCEEDINGS : Mr. Kamin reported on his visit with Belva Barry.
Shc is concerned about permitting a full inspection of the pro-
perty because of the number of code violations she feels might
be found and the subsequent expense to correct those violations
even though a grant and 3$ loan are available.

ACTION : Motion by Kamin to waive the requirements of the St. Paul
IIousing and Building Codes for as long as Belva Barry and/or her
mother reside in said property and until such time as the property
be sold or any other right, title or interest be transferred.
Seconded by Peake.
TFiE VOTE; Ayes : Tieso, Grove, Kamin, Peake, Voigt. Nayes : none.
Abstentions : none. Motion carried five (5) to zero (0) .
1-72-H 46-48 West Isabel St. Raymond Doocy
SUBJECT: Notice of Condemnation and Order to Vacate dated
December 30 , 1971.
APPEARANCES : Raymond Doocy.
PROCEEDINGS : Mr. Doocy said he does not need a wash basin on
the first floor. If it was torn out, the first floor unit
would have its own bathroom upstairs. He said he would remove
the first floor lavatory. It would take him one month to correct
those code deficiencies cited as the basis for condemnation.
ACTION : Motion by Grove to extend the vacate date on the Order
to Vacate for one month to permit Mr. Doocy ta correct those
violations cited as the basis for condemnation in the Notice
of Condemnation (Items 1-6 under the title Dwelling Unit 1,
items 1-3 under the title Dwelling Unit 2 and items 1-4 under
the title General Structure) .
Seconded by Peake.
THE VOT� : Ayes : Tieso, Grove, Kamin, Peake, Voigt. Nayes : none.
Rbstentions : none. Motion carried five (5) to zero (0) .
A ciiscussion was had with Dennis Dorgran and Mrs. Drew of the
South St. Anthony Project Area Committee (PAC) . The role of
the conunittee with respect to tenants and landlords in the area
was discussed.

A specific case concerning a landlord-tenant situation which hacl
been before the board was discussed. The matter of property
acquisition and demolition in the South 5t. Anthvny Area was
discussed.
