WHEREAS , the Fact Finding Committee appointed by this Council on
January 6 , 1972 for the purpose of determining the feasibility of rental
of a portion of the Lowry Hotel by the Saint Paul Department of Public
Works has made its recommendation that space be acquired in the Lowry
Hotel for the Department of Public Works ,
Now, Therefore, be it

RESOLVED, that this Council does hereby accept and concur in the
recommendation of said Fact Finding Committee that the Department of
Public Works be authorized to enter into a rental agreement with the owner
of the Lowry Hotel for the rental of the entire second floor of said
Lowry Hotel at a basic rental price of four dollars ($4.00) per square
foot ; and be it
FURTHER RESOLVED, that this Council does hereby appoint the Mayor,
the Commissioner of Public Works , the Comm:i.ssioner of Finance and the
City Coraptroller as a committee which is hereby empowered and authorized
to negotiate with the owner of the Lowry Hotel the remaining terms of
the rental agreement which shall inelude but not be limited to the
determination of the extent of remodeling of said space to meet the needs
of the Ilepartment of Public Works and the division of costs thereof
between the owner and the City of Saint Paul and related items relative
to the City's occupancy of said premises ; and be it _ _ _ _____
FINALLY RESOLVED, that the above referred to committee shall
within ten days present to this Council a proposed rental agreement
embodying all terms and conditions for this Council's consideration.

At a meeting held at 3:30 P. M. Thursday, February 10, 1972,
the Fact Finding Committee appointed by the City Council on January 6, 1972,
composed of Commissioner Roger Conway, Kenneth Lynch, James P. Miley and
Amos Martin for the purpose of determining the feasibility of rental of a
portion of the Lowry Hotel by the St.Paul Department of Public Works, the
motion was made by Mr. Miley, seconded by Mr. �ynch, that the City Council
be advised that the Committee recortunends givi�g st�ong consideration to
making an agreement with Mr. Short for the space required. Motion carried
unanimously. The committee stated that it was not authorized to negotiate
rental prices but that this would be the responsibility of the Council and
responsible city officials. .
