Preliminary and Final Plat Approval for Realife Cooperative of Phalen

WHEREAS, Realife, Inc. has submitted for City Council approval the attached preliminary and final plat for
subdivision of property at 1355 Phalen Boulevard to create one (1) lot to provide for senior cooperative housing; and
WIIEREAS, the appropriate City deparhnents have reviewed the plat and found, subject to the recommended
conditions, that it meets the requirements of Chapter 67 of the Zoning Code; and

WIIEREAS, notice of a public hearing before the City Council was duly published in the official newspaper of the
City and notices were mailed to each owner of affected property including all property situated within 350 feet of the
subject property; and
13 WFIEREAS, the City Council held a public heazing on the proposed plat on June 5, 2002, where all interested parties
14 were given the opportunity to be heard and the Council considered all the facts and recommendations concerning the
15 plat;

17 NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the attached preliminary and
18 final plat for Realife Cooperative of Phalen at 1355 Phalen Boulevard subject to the following conditions:
19 1. that the applicant shall file a copy of the Council Resolution approving the plat with the Ramsey County
20 Recorder's Office, and
21 2. The applicant shall follow the principles of slope stability described in the Ramsev Countv Erosion and
22 Sediment Control Handbook

A. PURPOSE: Subdivision by preliminary and final piat REALIFE COOPERATIVE OF
PHALEN to create 1 lot to provide for cooperative housing development
B. PARCEL SIZE: 110, 147 sq. ft. (2.5 acres)
C. EXISTING LAND USE: vacant, Realife Cooperative senior housing under construction
D. SURROUNDING LAND USE: The site is in the Phalen Village area. Commercial uses are
located immediately north, east, and south of the site. To the west is Johnson Parkway
and residential uses beyond.
E. ZONING CODE CITATION: §67.301 states that platting is required when a subdivision (1)
creates five or more lots or parcels each of which is 2'/ acres or less in size, or (2) requires
paved streets, alleys and other pubiic improvements, or (3) is previously unplatted land.
§67.406 provides criteria for review of subdivision applications. These criteria are covered
below under "Required Findings."
F. DISTRICT COUNCIL RECOMMENDATION: District 2 supports the project and the plat.
G. REQUIRED FINDINGS: § 67.406 of the Zoning Code requires that all of the foilowing
findings shall be made prior to approval of a subdivision:
1. All the applicable provisions of the Legislative Code are complied with. City staff
have reviewed the propos2d plat and have determined that aif applicab4e provisions of
city codes will be met when the City Council approves the vacation of the portion of
Johnson Parkway right-of-way that is included in this plat.

2. The proposed s�bdivision witl not be detrimentat to the present and potential
surrounding land uses. The proposed plat is consistent with the surrounding land
uses, and will not be detrimental to present and future use of surrounding land.
3. The area surrounding the subdivision can be pianned and developed in
coordination and compatibility with the proposed subdivision. The area
surrounding the proposed plat is undergoing redevelopment in accordance with the
Phalen �Iiage Smaii Area Plan. These ongoing redevelopments are compatible with
the proposed plat.
4. The subdivision is in conformance with the comprehensive plan. The subdivision
is in canformance with the land use chapter of the comprehensive plan, which calis for
life-cycle housing throughout the city, including seniors housing. It also conforms wfth
Phalen Vllage Smaii Area Plan and redevelopment pians for the area.
5. The subdivision preserves and incorporates the site's important existing natural
features whenever possible. The site is being developed to preserve and improve a
small wetland in the area.

6. All land intended for building sites can be used safely without endangering
residents by perii from floods, erosion, continuously high water table, severe soil •
conditions or other menace. The site will be developed to address ali high water table
and soi� condition problems so that residents wiii not be endangered.
7. The subdivision can be economicaily served with public facilities and services.

surrounding streets.
STAFF RECOMMENDATION: Based on required findings 1 through 7, staff recommends
approval of the final piat for REALlFE COOPERATIVE OF PHALEN in the area bounded by
Johnson Parkway, Geranium, and Phalen Boulevard subject to the foilowing conditions:
1. The City Council approves the vacation of Johnson Parkway right-of-way for inciusion in
this plat.
2. The applicant shall follow the principles of slope stability and sediment control described
in the Ramsey Countv Erosion and Sediment Control Handbook.
3. The applicant shall file a copy of the Council Resolution approving the plat with the
Ramsey County RecardePs O�ce.
