A-1-7 WHEREAS, under the provisions of the Minnesota Municipal Housing and Redevelopment Act, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (hereafter referred to as the "Authority") , is authorized to undertake urban renewal redevelopment projects to remove and prevent conditions of blight and deterioration within the City of Saint Paul, Minnesota, to acquire and demolish blighted and substandard properties, to carry out programs of redevelopment or rehabilitation, with further power to spend public monies therefor and to contract with the United States of America for financial assistance to carry out these urban renewal activities; and WHEREAS, under the provisions of Title I of the Housing Act of 1949, as ' amended (hereafter referred to as "Title I") , the Secretary of Housing and Urban Development is authorized to provide financial assistance to Local Public Agencies such as t�ie Authority for the undertaking and carrying out urban renewal redevelopment activities including Neighborhood Development Programs; and WHEREAS, it is provided in the State and Federal acts that contracts for financial aid thereunder shall require the Redevelopment Plans for the respective urban renewal areas comprising the Neighborhood Development Program be approved by the Governing Body of the locality in which the areas are situated and that such approval include findings by the Governing Body that: (1) the financial aid to be provided in the contract is necessary to enable the Program to be undertaken in accordance with the Redevelopment Plans; (2) the Redevelopment Plans will afford maximum opport�inity, consistent with the sound needs as a whole, for the rehabilitation or redevelopment of the urban renewal areas by private enterprise; (3) the Redevelopment Plans conform to a general plan for the development of the locality as a whole; (4) the Redevelopment Plans give due consideration to the provisions of COUNCILMEN Adopted by the Council 19— Yeas Nays , Butler � Caxlson Approve� 19� Levine _jn Favor Meredith Sprafka Mayor Tedesco A Sainst Mr. President, McCarty � V � � Asst. A-1" and encompassing the Summit-University Minn. A-1�1; West Midway-South St. Anthony Park Minn. A-1-2; Thomas-Dale Minn. A-1-3; Central Core Minn. A-1-5; Seven Corners Minn. A-1-6; and West Seventh Street, Minn. A-1-7 areas, all of which areas are fully described in Exhibit "'A" attached hereto; and WHEREAS, the Miller, St. Joseph, St. Luke and Children's Hospitals are located in the West Seventh Street Minn. A-1-3" dated January 1972, consisting of twenty-one pages and two maps; "Redevelopment Plan, Central Core, Minn. A-1-5" dated January 1972, consisting of seventeen pages and 'two maps; "Redevelopment Plan, Seven Corners, Minn. A-1-6" dated January 1972, consisting of seventeen pages and two maps; and "Redevelopment Plan, West Seventh Street, Minn. That it is hereby found and determined that the Redevelopment Plans for the Program conform to the Comprehensive Plan for the City of Saint Paul. 6. That it is hereby found and determined that the financial aid provided and to be provided pursuant to contracts for Federal financial assistance pertaining to the Program and local public expenditures are necessary to enable the Prog�am to be undertaken in ac�ordance with the Redevelopment Plans by this Resolution approved, and that the land in the Project Areas encompassed within the Program would not be made available for redevelopment without the aid being sought. 7. That it is hereby found and determined that, in addition to the elimination of slums and blight from the urban renewal areas, the undertaking of the Program in the Seven Corners Area Minn. A-1-6,wi11 further promote the public welfare and the proper development of the community (a) by making land in such area av�ilable for disposition, for uses in accordance with the Redevelopment Plan, to hospitals for redevelopment in accordance with the use or uses sp��ified in the Plan for said area; and (b) by providing through the redevelopment of the urban renewal area in accordance with the Plan, a cohesive neighborhood environment compatible with the functions and needs of Miller, St. Joseph, St. Luke and Children's Hospitals. 8. That the redevelopment of the West Midway-South St. Anthony Park Minn. A-1-2, Central Core Minn. A-1-5 and Seven Corners Min n. A-1-6 areas for predominately nonresidential uses is necessary for the proper development of the community. 9. That it is hereby found and determined that the Redevelopment Plans for the urban renewal areas give due consideration to the provision of adequate park and recreational areas and facilities, as may be desirable for neighborhood improvement, with special consideration for the health, safety, and welfare of children residing in the general vicinity of the sites covered by the Plans. That it is hereby found and determined that the Program for the proper relocation of individuals and families displaced in carrying out the Redevelopment Plans in decent, safe, and sanitary dwellings in conformity with acceptable standards is feasible and can be reasonably and timely effected to permit the proper prosecution and completion of the Plans; and that such dwellings or dwelling units available to or to be made available to such displaced individuals and families, are at least equal in number to the number of displaced individuals and families, are not generally less desirable in regard to public utilities and public and commercial facil�ties than the dwellings of the displaced individuals and families in the a�eas comprising the Program, are available at rents or prices within the financial means of the displaced individuals and families, and are reasonably accessible to their places of employment. 11.
