This matter was heard by the Board of Zoning at its December 2, 1971,
public hearing, at which time the staff report on file was read.
The Board heard a motion to recommend approval. The motion was seconded
and carried by a vote of 5 to 0.

When the two seventeen-unit apartment buildinga at
458 and 470 English Street were completed in 1962 and
1963, the parking lot was constructed in accordance with
the plan which was submitted to this body in the year
1962. In subsequent yeara, the hill to the rear of the
parking lot eroded during periods of heavy rainfall.
this caused a considerable loss in square footage to the
parking lot do to the cracking, breaking away and land-
sliding of the bituminous surface,
We were finally able to atop the erosion by hauling
in mixed loada of fill which would hold seed. We aeeded
the hill heavilq in order to build a root eystem that
would hold soil. The seeding program worked and we now
have a firm root system, which has held the soil for the
past two years.
