Dear Mrs. Butler:
This is to protest any assessment against my propertie
for the proposed se�ver in ?�;ilson from Bates to R�+aria as outlined in yours
of Dec. 30� 1971. A''yriad reasons for protesting include:
There is no legal nPed for the sewer. All St.Paul seweraFe and water
systems were adequate until grafters in politics gave use of them to
suburbs for a consideration.
It is confiscatory and unconstitional to levy assessments against
our poor old homeowners who are presently ma.king the greatest struggles
of their lives to rer�ain in their homes in the face of confiscatory
demands from tax collectors.
There is no good reason why the six old widows who live along my block
should be put through the tax-collector's wringer to pay for benefits to
richer persons living anywhere from Lak� Forest to Lake �':innetonka.
Please consider the assessments already paid by homeowners who live
in my block� which was on the tax rolls and paying taxes and assessments
for 50 years before there was anything taxable west of Dale street:
Assessment for r�?o�itrds Park. AssessMent for enlargeMent of ���ounds Park.
Assessment for water and sewers and street improvements. Assessment for
right-of-�vay and construction of ARounds Boulevard from Seventh to rv?ounds Park
For relief sewer under Hoffman. Right-of-�vay of Johnson Parkway and
original grading. One �hird street bridge that was never built.
Another that was built..
Dayton's Bluff taxpayers paid for every public improvem�ent on
Dayton's Bluff. Then they were assessed to pay for land and improvements
at Highland Park on the theory that they were benefitting from that.
After Dayton's Bluff residents had paid for all their own community
improvements � politicians changed the rules and made them pay for community
improver�ents for the rich in Highland Park.
They have already paid and paid and paid and there is no legal reason
why they should pay ��ore because some new branch of government has issued
an order for �300,000,000 of sewer improver�ents in St .Paul. The St.Paul
City Council should launch a vigorous attack against such an order,
which is clearly cc�nfiscatory and unconstituti�nal.
You do not have to be a Butler Brothers engineer to know that it is
wrong to hook up Forest Lake sewers to St.Paul sewers , or to hook up
Lake rlinnetonka sewers to St .Paul sewers. It is perfectly legal to tell
those communities to extend their own sewers to their own disnosal plants.
There is no reason why every new concrete highway should be hooked up
to St.Paul streets . �Tei.t:her is there any reason why suburban sewers should
be connected to St,Paul sewers.

Please consider the preser.t practices in richer and more advanced
states: The Tllinois Envjronment`1 Protection Agency is preventing
builders fro�r. connecting netiv homes to sewer lines in communities where
tr�e sewage treatmer�t plants are overloaded. The ban has stopped
construction in much of Lake County and in other areas throughout the
Chicago suburbs .
If the St.Paul City Council had taken similar action 20 years ago
there would be no need for the �roiect outlined in your letter.
R2ost rental property on 1?ayton's Bluff was built by men who never
earned more than $75v00 per mrnth. They and their families were extre��ely
frugal and it was a ma�or accor��lishment for them to get a �5�000 home paid
for. Then the �5,000.00 of insurance the father left was used to build
a duplex. That would give the widow �50 to �100 a month and a business
of her own in renting and caring for tr.e duplex.
It was the best method knovan ta man for providing for a widow.
It still is the best way a man can provide for his own old age and
also that of his widow. Tax collectors are confiscating their meager
incone, food, medical care, clothing, other property and even the widow'�itE
T�Zost men no�� working under pension plans shall never receive one
dollar of pension. I�ports of textiles � watches � shoes , steel� etc. ,
have ruined the business of American manufacturers of such articles.
Hundreds of co�panies have gone broke because tr:ey pay wages four times as
high as foreign manufacturers and must sell their product in co�:petition
with lo�v-�xa�e producers. A Dul�:th steel mill has laid off 2,G00 employees
because their custorners are now buying Gerrran and Japanese steel.
In sor.�e cases , workers have voted to l,et manage�:ent use the pension
fund to finance another year or two of manufacturing and etr�oyment
before going out of business .
It would be good soc:.al service for you and other members of the
St.Paul City Council to resist orders for more sewerage and
transportation assessments as they come from nev� units of goverrunent.
It would not take much of a lavayer to prove that such orders are
confiscatory and unconstitutional.
