02-588Council File # p a- S� Green Sheet # c�� 1 `7�0 RESOLUTION OF SAINT PAUL, MINNESOTA t Presented By Referred To Committee: Date WI3EREAS, Minnesota Statute § 15.51 et. se�c . provides for the interchange of public empioyees among various jurisdictions; and WHEREAS, Minnesota Statute § 471.59 et. s� requires the consent of the governing bodies of political subdivisions to enter into agreements among them for such matters as employee interchanges; and WHEREAS, as part of the discussions regarding intergovernmental cooperation with Ramsey County, the Ramsey County Sheriff's Office and the Saint Paul Department of Fire and Safety Services have discussed and agreed that cooperation in training and coordinaUon of personnel in matters of emergency is of benefit to both jurisdictions; and WI�REAS, both the Sheriff's Office and Saint Paul Fire Department desire to enter into an on-going relarionship for the interchange of professional staff now therefore be it, RESOLVED that the proper city officials are authorized to enter into written agreements consistent with the above recitals and applicable laws. Yes No Explain all yes answers on separate sheet and attach to green sheet Initiating Problem, Issue, Opportunity(Who, What, When, Where, Why): The Saint Paul Departrnent of Fire and Safety Services and Ramsey County Sheriffs Office have been discussing ways both offices can be of assistance to each other, achieve efficiencies, and improve emergency preparedness and coordination of personnel. Ativantages If Approved: By allowing the temporary transfer of Assistant Chief Olding, we will be better situated to identify issues and azeas that we can work together on with results toward better emergency planning and coordination of personnel. Disadvantages If Approved: None. The staffing exchange is short term and can be discontinued at will by either party upon 30 days' nouce, and would result in no net increase in costs or salaries to the City. Whereas, the Ramsey County Sheriff's Office desires to obtain the services of Assistant Chief Gary Olding from the St. Paul Fire Department for the purposes of training and coordination of personnel and the efficient and effective delivery of services related to the response to a weapons of mass destruction or other terrorist induced incident, and Whereas, this agreement is authorized and subject to Minnesota Statutes 15.51 to 15.59, IT IS MUTUALLY agreed by and between the Ciry and Sheriff as follows: 1. That the above recitals are incorporated herein by reference.. 2. That this agreement may be terminated without cause at any time by thirty (30) days written notice from one above named pariy to the other. � :a That Assistant Chief Olding shall remain the employee of the City but shall work under the direction and control of the Sheriff s Office. - During the duration of this agreement, the Ramsey County Sheriffs Office shall reimburse City at Gary Olding's current Assistant Chief rate of pay, including 100 percent of salary and related fringe benefit costs, on a quarterly basis. The City shall submit invoices quarterly, which will be paid within thiriy (30) days of receipt. That this agreement is subject to the provisions of Minn. Stat. § 15.51 to 15.59, �vhich authorizes the interchange of government employers. 7.
