THE COUNCIL OF THE CITY OF SAZNT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining to
Use Districts, Height Districts and Rezoning of certain prop-
erties in the City of Saint Paul., as amended, be and the same
is hereby fur amended so as to rezone the following des-
cribed propert�rom "B" ,�tesidenee and Commercial District to
"C" Residence District, `�o-wit:
Lots 5, 9, 10, 11 and 12, and that part
, of Lot 6 which lies east of a northerly
extension of the west line of said Lot
9, all in Block 28, Lafond' s Addition to
St. Paul;
situate on property located on the northwest corner of Galtier
and Thomas in the City of Saint Paul.
Section 2. This ordinance shall take effect and be in

A, Sufficiency: In a letter dated June 8, 1972, the Acting Head of the Finance
Department declared the petition sufficient with the owners of 19 parcels
or 76% of those parcels eligible having signed the petition.
B. History: There is no zoning history for this site.
C. Proposed Use: The petitioner declares the proposed use to be that of private
multi-famil�� d�oellings.
D. Frontaae and Area: The parcel has a frontage of 200 feet on both Thomas
Avenue and Galtier Street for an area of 40,000 square feet.
, E. Area Zoning: Thomas Avenue frontage is zoned Commercial for a depth of 100
feet, north and south of which is "B" Residential zoning. Approximately the
north one-half of the block just north of the subject site is zoned Heavy
Industrial. Como Avenue frontage is zoned Light Iadustrial and "C"
Residential.
F. Com�;rehensive Plan: The Comprehenisve Plan calls for medium density residential
use of this area with Marion Street being an arteri,al street. It recognized
the abandonment of the public school east of Galtier Street and called for
medium density use of that property.
G. Site Conditions: The site is fairly level and generally is about one or two
feet above the grade of the street. There is a slight rise toward the center
ef the parcel which is largely vacant but contains one abandoned house and
one duplex on Thomas Avenue. Tnere are a number of trees remaining.
H. Area Cor.ditions: There are older houses rema•�ning on the subject block and
in surrounding hlocks . A playground exists on the northern part of the block
east across Galtier from the subject s-�te. The remainder of the block south
of the playground iG vacant. Marion Street is one block east of the subjectsite.

Dear Sir:
This is written in response to the petition of the Housing and
Redevelopment Authority to rezone from "B" Residence and Cammercial to
"C" Residence in order to construct private multi-family dwellings on the
northwest corner of Galtier and Thomas. This property is further
described as:
Lots 5, 9, 10, 11 and 12, and that part of Lot 6 which
lies east of a northerly extension of the west line of
said Lot 9, all in Block 28, Lafond's Addition to
St. Paul.
This matter was heard at the July 20, 1972, Board of Zoning
public hearing at which time the staff report on file was read. It was
noted that the Neighborhood Development Program Plan for this area called
for Residential II use of this site. A letter from the Thomas-Dale
Development Council, the Project Area Committee for the area, was read
which recouanended approval.
A representative of the Housing Authority stated the proposal
was for ten townhouse units which would be unsubsidized for private sale.
There would be a parking ratio of 2 to 1.
The Board noted the proposed density would be comparable to
"B" Residential density. The Board heard a motion to recommend approval
since this would be an improvement to the neighborhood. The motion was
seconded and carried by a vote of 4 to 0.
