WHEREAS, The Board of County Commissioners of Ramsey County�
under and pursuant to La.ws 1971, Chapter 950, ha.s the authority and
power to acquire real and personal property by purchase, lease�
gift, condemnation, option, contract or otherwise, including any
estate, interest, easement or right, and subject to any estate,
interest, easement or right, and
WHEREAS� The Board of County Commissioners of Ramsey County, ^
under and pursua.nt to La.ws 1971, Cha.pter 950, sha.11 not acquire any
right, title or interest in or to real property or develop any real
property without the approval of the governing body of the munici-
pality in which such property is located, and
WHEREAS� Ramsey County ha.s proposed the acquisition of
approximately 140 acres of land in the City of Saint Paul as part
of the County' s 1972 Open Space Acquisition Program; now, therefore,
be it
RESOLVED, Tha.t the City Council of the City of Saint Paul
hereby approves the Ra.msey County open space concept for the Ba.ttle
Creek Area and authorizes Ramsey County to acquire as park and open
space the lands in Saint Paul legally described as:

The Battle Creek site has been designated as "proposed open space" in
the Ramsey County Open Space Report (1971.) This site has been assigned
a high priority and is scheduled for acquisition in 1972.
It is the function of this office to provide the Cor;���issioners with •
the necessary� information for their consideration prior to County
Board approval of the open space concept for the Bat±le Creek open
space proposal .

INTRODUCTION
Battle Creek is the core of an existing park and open space system
' � consisting of park sites belonqing to Ramsey County, St. Paul , Maplewood,
, and Woodberry. These parks provide metropol i tan resi dents with an
existing na±�_iral envirarr^Qnt i�,�h��h : 11 off��� �n ���+��+ic c!�arge to
the surrounding urban development 2) insures the preservation and
protection of vulnerable natural resources and 3) supports both active
and passi ve recreati onal acti vi ties.
The 1972 open space acquisition program for Ba�tle Creek will add
211 acres to the existing park complex. The additional open space lands
will provide new dimensions to the Battle C reek park system by
contributing: 1) lands along the Mississippi River bluffs 2) scenic
views of the Mississippi River 3) supplemental passive and active '
. recreational areas 4) quality natural areas and 5) lands suitable for
� ponding to help protect Battle Creek watershed.
The following report outlines the proposed Ramsey County Open
Space proposal for the Battle Creek area. The disc�_assion , analysis, and
recommendations for the 1972 Battle Creek open space acquisition
' proposal are di vi ded i nto four study areas. Each study area, al though
_ an integral pa rt of the total Battle Creek proposal , possesses character-
. istics, functions , and location which wa rrant individual conside ration.

Access
The Bluff study area is readily accessible to the residents of St.
Paul as well� as residents bf Ramsey County's northern suburbs. Interstate
Highways 94 and 494, and State Highway 61-10 are major access routes to
the area. lipper and Lower Afton Roads provide local access from the
. � surrounding neighborhoods by intersecting with north - south thoroughfares
such as White Bear Avenue, McKnight Road, and Century Avenue.
Site Analysis
The Bluff study area affords an opportunity to secure for public
� open space, a unique metropolitan natuNal rescurce - a pertion of the
� Mississippi River bluffs. Spared from development 6y the lack of local
services , the bluff study area has commanding views ofi downtown St.
Paul , Pig's Eye Lake, and the Mississippi River valley.

Ten residences exist on the sixty-two acres , with a majority of
this land presently being utilized for farming. The land generally is
flat with few trees , except along the bluff line and slopes , which are
heavily wooded.� The bluffs are vunerable to misuse and in the past,
mining operations for gravel have left open scars which have eroded and
become unsightly.
The bluff area is adjacent to two existing parks - the. City of St.
Paul 's_ Battle Creek Park and Ramsey County's Battle Creek Park
(presently undeveloped. ) Both parks would compliment the proposed
' open space acquisition. They now provide or have the potential to
provide many recreational opportunities.

Due to its immediate p'roximity to the Bluff study area, its access
routes are similar. The area is being served:by Interstates 94 and 494 �
and State Highway 61-10 at the regional level and by Upper and Lower '
� Afton Roads at the local level .
Site Analysis
- The Hill study area is a unique topographic feature of the
Mississippi River valley in Ramsey County. The hill rises about seventy
- feet above the bluff lire of th� adjeining B1!�ff stud�r area, thereby
- providing extensive views of downtown St. Paul , Pig's Eye Lake, and
the Mississippi River valley. �
The study area possesses eY�vironment.al qualities that must be
protected and managed. A majority of the site has severe slopes that
are heavily wooded. The trees protect the vunerable slopes from
erosion, provide upland trails and wildlife habitat, and offer a
pleasing contra"st to the more urban areas of Ramsey County.
Fortunately the site has retained its natural character due to its
development restrictions. Present development has been limited to
six homes located along Battle Creek Road. ,
The Hi11 study area adjoins to the east, the Ramsey County Battle
' Creek Park which offers opportunities for winter sports activities such
as skiing and sledding and passive recreation in the summer.
The Hill and Bluffs supplement one another, creating an open space
area with diverse environmental qualities and recreational potential .

- Portions of the "40" study area have the potential to provide
ponding areas for the Battle Creek watershed.
- Development of the site would have adverse affects (aesthetic
and recreational programming) upon the existing Ramsey County Battle
' Creek Park.
- The site would supplement the existing park land - Ramsey County
and the City of St. Paul.

which collects water from the south side of Lower Afton Road. Along
the drainage way t��ere are scattered trees and small ponds. The
• acquisition would involve three homes along Century Avenue.
Open Space Considerations �
- The site does serve as a drainage way and ponding area for the
Battle Creek watershed. � .
- It provides a link between Ramsey County Battle Creek Park and
the lands around Battle Creek Lake in Woodberry.
- It would put into public ownership all undeveloped lands in an
area defined by Upper Afton Road, Century Avenue, Lower Afton Road,
and McKnight Road; allowing flexibility in future programming of the
defined area for open space and public recreation. .

The St. Paul League of Women Voters supports the acquisition of additional
lands in the Battle Creek watershed by Ramsey County Park and Open Space.
Qpen space cas�`;serva �.n area in many ways. It provides a shelter from a concrete
enviorriment wh�re people can enjoy the variety of nature. It also provides and
proteets nat�zral xater storage and drainage areas, and can help control the use
of the laud.
We must use foresight now in planning for our futuxe needs. Ramsey County
is the smallest and most urbanized County in Ayi..nnesota. Yet we l�ow the future
will bring increased population pressures, and we must insure adequate �reen space.
The Open Space Program is supported by our taxes and �ome of this green space
must be provided in the City where the urban pressures axe greatest. Ou� +ippor-
twaities are becomin� fewer to protect t�ur resources, and many more will be lost
if some positive action to �reserve them is not taken now.
Battle Creek is a good example of inadequate planning fox our resources.
It is the only creek ieft in St. Paul and one of three left in R.a�sey County. It
is in lands regulated by nine units of government but none have adequately
protected it. We are losing our bea�xtiful park in St. Paul by erosion and siltation
from uncontrolled develop�aent nearby an.d upstream. If steps are not taken soon
it will be too late to. save our creek and our park.
One step to be �aken should be the acquisition of surrounding lands as
recommended by Ramsey County Park and Open Space. These open space lands will
provide a buffer for the creek from the urbanization nearby. This will help
protect one of St. Pauls truly unique places, as well as provide a recreation
area in a paxt of the City tha.t is �rowing rapidly.
As each of these places is preserved the whole City is enriched and
the quality of life_ in St. Paul is thereby enhanced.
