These parks provide metropol i tan resi dents with an existing na±�_iral envirarr^Qnt i�,�h��h : 11 off��� �n ���+��+ic c!�arge to the surrounding urban development 2) insures the preservation and protection of vulnerable natural resources and 3) supports both active and passi ve recreati onal acti vi ties. The 1972 open space acquisition program for Ba�tle Creek will add 211 acres to the existing park complex. The additional open space lands will provide new dimensions to the Battle C reek park system by contributing: 1) lands along the Mississippi River bluffs 2) scenic views of the Mississippi River 3) supplemental passive and active ' . recreational areas 4) quality natural areas and 5) lands suitable for � ponding to help protect Battle Creek watershed. The following report outlines the proposed Ramsey County Open Space proposal for the Battle Creek area. A majority of the site has severe slopes that are heavily wooded. The trees protect the vunerable slopes from erosion, provide upland trails and wildlife habitat, and offer a pleasing contra"st to the more urban areas of Ramsey County. Fortunately the site has retained its natural character due to its development restrictions. Present development has been limited to six homes located along Battle Creek Road. , The Hi11 study area adjoins to the east, the Ramsey County Battle ' Creek Park which offers opportunities for winter sports activities such as skiing and sledding and passive recreation in the summer. Qpen space cas�`;serva �.n area in many ways. It provides a shelter from a concrete enviorriment wh�re people can enjoy the variety of nature. It also provides and proteets nat�zral xater storage and drainage areas, and can help control the use of the laud. We must use foresight now in planning for our futuxe needs. Ramsey County is the smallest and most urbanized County in Ayi..nnesota. Yet we l�ow the future will bring increased population pressures, and we must insure adequate �reen space. The Open Space Program is supported by our taxes and �ome of this green space must be provided in the City where the urban pressures axe greatest. Ou� +ippor- twaities are becomin� fewer to protect t�ur resources, and many more will be lost if some positive action to �reserve them is not taken now. Battle Creek is a good example of inadequate planning fox our resources. It is the only creek ieft in St. Paul and one of three left in R.a�sey County. It is in lands regulated by nine units of government but none have adequately protected it. We are losing our bea�xtiful park in St. Paul by erosion and siltation from uncontrolled develop�aent nearby an.d upstream. If steps are not taken soon it will be too late to. save our creek and our park. One step to be �aken should be the acquisition of surrounding lands as recommended by Ramsey County Park and Open Space. These open space lands will provide a buffer for the creek from the urbanization nearby. This will help protect one of St. Pauls truly unique places, as well as provide a recreation area in a paxt of the City tha.t is �rowing rapidly.
