City of Saint Paul and. the Peoples Electric Co. , said contract for the Electrical
Construction of the Saint Paul Civic Center Multi-Purpose Arena Building, and
said changes to cover augmentation of general lighting level as well as providing
for color TV broadcasting, as more fully set forth in Civic Center Authority
Resolution No. 479 and project architect's Change Order No. E-10, copies of
which have been filed with the Acting Head. of the Department of Finance. Charge
to 6000-605 to be reimbursed from 7420-460. Job #70-45.

area. The equipnent specified will provide the quantity of illumination required
for quality color television pickup. Listed below are the results of our computations:

, The PSH and GPF luminaires, mounted 60 to fr5` above the court area, will provide
. --a good quality of illumination for everyday events as well as providing back lightin;
together with some of the PSM's during color broadcasting. The horizontal and
backup vertical illumination will provide (1) better seeing conditions for the
players who must work from all directions, (2) the effect of depth for the TV
. picture as well as (3) improve the vie�aing conditions for the audience on the
far side of the rink who would otherwise tend to see the action in silhouette
due to the high intensity lighting from'the PSM fixtures from the camera side.
The PSM fixtures located on the camera side `will provide the majority of vertical
illumination required for color television pickup. These fixtures, together with
the PSM used for backup lighting would only be turned on during color broadcasting:

Gentlemen:
The revised Sylvania bill of material issued under our letter of
June 2, 19'�2, mounted withthe fixtures installed per our drawir�g
#OLD-306A and properly aimed by our factory representative will
provide sufficient illumination and uniformity for quality color
T.V. broadcasting.
The equipment specified will provide an average vertical illum�
ination of 200 footcandles fox the T.V, camera and 220 foot-
candles on the horizontal plane. Ratio of fall-off from a point
of higher illumination to a point of lower illumination shall not
exceed 6� in 1$ feet.
The design criteria indicated above is based on the evidence
gathered through actual lighting surveys of existing installations
and other laboratory testing procedures by various members of the
Illuminating Engineering Societies Sports and Receational Areas
and Theatre, Television and Film Lighting Committees.
