WHEREAS, pursuant to resolution, C. F. No. 258538, approved May 10, 1972, a public hearing was scheduled for 10:00 a.m. on May 23, 1972, before the Council of the City of Saint Paul, said hearing pertaining to the condition of the structure located at 448 Blair, Saint Paul, Minnesota; and WHEREAS, upon facts presented at said hearing consisting of � photographs, inspection reports and �he recommendati ons of the Building Department, it is found and determined by the City Council that according to the records and files in the office of the Ramsey County Register of Deeds, the last record owner of the above described property is Lona M. Henry; and that it is further determined that the above described buildings constitute hazardous buildings within the definition of Minnesota Statutes Section 463. 15 for the following reasons: a. The trim and facia are rotting and falling. Boards in the front porch are rotten. There is a cellar hole. c. The interior condition of the building is as follows: The plaster is cracked and pieces are missing. The bathroom is not completely separated from the kitchen. The kitchen has insufficient light and ventilation and does not have sufficient head room. Floors throughout the dwelling are in poor condition; leaning, sagging and bulging. The plumbing system is obsolete and has exposed water pipe through- out. The house does not have central heating. d. The building in the above condition is beyond reasonable repair; e. The building is unfit for huma.n habitation in its present condition and the above corrections must be ma.de in compliance with the Building Code and the Housing Code of the City of Saint Paul in order to make the same habitable; f. The building constitutes a nuisance and a hazard to the public health, safety and welfare because of its physical damage, dilapidation and inadequate maintenance; g. The 10' x 25' garage is in a dilapidated condition. now, therefore, be it RESOLVED, that in accordance with Minnesota Statutes Sections 463. 15 through 463. 26, and based upon the foregoing findings of the City Council, the Council of the City of. Saint Paul does hereby ma.ke the following Order: ORDER 1. The owner of the above described buildings shall make the same safe and not detrimental to the public peace, health, safety and welfare by, having the. said buildings razed and the materials therefrom removed from the premises within thirty (30) days from the date of the service of this Order; 2. In the event that the buildings are to be razed by the City of Saint Paul pursuant to judgment of the District Court, all personal property or fixtures which may unreasonably interfere with the razin and removal of these buildings shall be removed within ten (10� days from the entry of judgment; and if not so removed, the City of Saint Paul shall remove and dispose of such personal property and fixtures as provided by law; 4. The owner of record is the Estate of Leona M. Henry and the legal description of the property is Lot 4 , Block 7, Michels Re of Stin- son's Division. The house is a one story frame single family dwelling 20 ' x 24 ' x 14 ' . The chimney is cracked and has loose bricks. Th� roof on the rear of the house is sagging.
